City of Mountain View Minutes - Final Board of Library Trustees Monday, February 26, 2024 7:00 PM Library Program Room - First Floor Special Meeting 1. CALL TO ORDER 2. ROLL CALL Chairperson Nehrlich called the meeting to order at 7:02 p.m. Present 5 - Member Kuldip Ambastha, Member Sharon Su, Member Nicole Vogt, Vice Chair Kristin Higaki, and Chair Eric Nehrlich 3. MINUTES APPROVAL 3.1 Approval of Minutes from January 22, 2024 MOTION - Higaki/Ambastha (M/S) to approve the Minutes from the January 22, 2024 Board of Library Trustees Meeting as presented. Motion carried. Votes taken by roll call. Yes: 5 - Member Ambastha, Member Su, Member Vogt, Vice Chair Higaki, and Chair Nehrlich 4. ORAL COMMUNICATIONS FROM THE PUBLIC No public comments. 5. DONATIONS None. 6. PRESENTATIONS None. 7. UNFINISHED BUSINESS None. 8. NEW BUSINESS 8.1 Fiscal Year 2023-24 Mid-Year Performance Measures Library Director, Tracy Gray provided an update on the mid-year performance measures. Visits to the library are on target with over 300 thousand this mid-year. Circulation continues to increase, especially with digital materials like e-books and audio books. Program attendance continues to be steady with attendee's satisfaction feedback remaining positive. Putting on quality programs that positively impact the community. The computer stations and study rooms continue to increase with usage. Statistics for the study rooms will be added to the next performance measures in July. Numbers may be correlated to people getting out from Covid restrictions and seeing an increase during post pandemic which has since fizzled out through this fiscal year as things return to normal. BOARD/STAFF ANNOUNCEMENTS, UPDATES, REQUESTS, AND COMMITTEE REPORTS 9.1 Library Director's Report Library Director, Tracy Gray shared an update on the new bike tool kits which are now available to check out for one week. The Bookmobile received positive comments from new residents who visited and stayed for story time. This also peaked their interest with signing up for a new library card and checking out materials. The bookmobile event schedule is available online and promoted on the Library's social media platforms. The Tax Preparation program kicked off with a great turn out. The Friends of the Mountain View Library is celebrating their 50th anniversary this year. In celebration, the Friends will be giving staff anniversary shirts, having special book sales, and having their goal of finding 50 new volunteer members. The Friends' upcoming book sale will be on the weekend of March 2-3. Public comment: Nicolas Hargis, shared it was great to see the bookmobile at the lunar celebration. Suggested an idea for the History Center to include books about Chinese Americans or Asian Americans who make up 30% of our community and would be an important feature for inclusivity. 9.2 Agenda Setting - Policy review and updates. - Staff presentation on programming. 10. ADJOURNMENT Having no further business, Chairperson Nehrlich adjourned the meeting at 7:43 p.m. The next Board of Library Trustees' meeting will be on Monday, March 18, 2024 at 7:00 p.m. Minutes submitted for approval by Joy Phaphakdy. The Board may consider and act on items listed on the agenda in any order. Consideration of the matters noticed herein is not limited by the recommendations indicated herein. It is the policy of the Library Board that all evening meetings of the Board, including Study Sessions, be adjourned no later than 9:00 p.m., which time is referred to as the normal time of adjournment. No new item of business shall be taken up by the Board after 9:00 p.m. unless the Board has determined by majority vote to set aside this policy. In the event it appears that the entire agenda cannot be completed by the normal time of adjournment, the Board may take up and act upon the more pressing agenda items. All agenda items not considered at the meeting shall be on the agenda of the next regular, special, or adjourned regular meeting unless the Board directs otherwise. Pursuant to the Americans with Disabilities Act (ADA), if you need special assistance in this meeting, please contact the Community Services Department at (650) 903-6400. Notification of 48 hours prior to the meeting will enable the City to make reasonable arrangements to ensure accessibility to this meeting. (28 CFR 35.160 (b) (1)) ADDRESSING THE BOARD: Interested persons are entitled to speak on any item on the agenda and should make their interest known to the Chair. Anyone wishing to address the Board on an item not on the agenda may do so during the "Oral Communications" part of the agenda. For any agenda item or for Oral Communications on nonagenda items, if there appears to be a large number of speakers, the Chair may reduce speaking time to no less than 1.5 minutes per speaker unless there is an objection from the Board by majority vote. Pursuant to Government Code Section 54954.3(b)(1), at least twice the allotted speaking time will be provided to a member of the public who utilizes a translator.
