Quinn, City Attorney April 28, 2015 Council Chambers SPECIAL MEETING OF THE SHORELINE REGIONAL PARK COMMUNITY 6:30 P.M.-SPECIAL SESSION 1. CALL TO ORDER/PLEDGE OF ALLEGIANCE President McAlister called the meeting to order at 6:59 p.m. Police Chief Bosel led the Pledge of Allegiance. 2. ROLL CALL Present: 7 - Boardmember Clark, Boardmember Inks, Boardmember Kasperzak, Boardmember Rosenberg, Boardmember Siegel, Vice President Showalter, and President McAlister 3. ORAL COMMUNICATIONS FROM THE PUBLIC ON NONAGENDIZED ITEMS Reay Dick presented recommendations for modifying the center dividers along El Camino Real, and requested that Council not remove any of the trees currently planted in the dividers. Gene Lee recommended that the Board use a 50-year vision planning process for the North Bayshore area. Steve Gazzera expressed concerns with the potential negative impacts of Santa Clara Valley Transportation Authority's Bus Rapid Transit project. Don Bahl presented information regarding his attendance at the Human Relations Commission's Civility Roundtable. Don Letcher presented Council with a copy of a citizen's letter entitled "Police Auditor System Should Be Scrapped," that was published in the Mercury News. Mr. Letcher also expressed concerns with funding from the Shoreline Regional Park Community being spent on housing studies. Elena Pacheco invited Council and the community to the Peace March & Rally for a Human Immigation Reform event on Friday, May 1st, and she also presented information on the efforts supported by the event. David Roode expressed concerns with the Santa Clara Valley Transportation Authority's Bus Rapid Transit project. Isabel Ramirez, speaking in Spanish, translated in English, expressed concerns with the lack of affordable housing in the City of Mountain View, and requested Council's assistance. Rene Cortes, speaking in Spanish, translated in English, expressed concerns with the lack of affordable housing in the City of Mountain View, and requested that Council assist with a rent stabilization program. Veronica Herrera Flores, speaking in Spanish, translated in English, expressed concerns with the lack of affordable housing in the City of Mountain View, and requested Council's assistance. Malcolm Cothold expressed concerns with the lack of affordable housing in the City of Mountain View. Larry Voytilla expressed concerns with the Santa Clara Valley Transportation Authority's Bus Rapid Transit project. True Tourtillott expressed concerns with the Santa Clara Valley Transportation Authority's Bus Rapid Transit project. Maarten Korringa expressed concerns with the Santa Clara Valley Transportation Authority's Bus Rapid Transit project. Ron Shipper expressed concerns with the Santa Clara Valley Transportation Authority's Bus Rapid Transit project. Shari Emling expressed concerns with the Santa Clara Valley Transportation Authority's Bus Rapid Transit project. John Carpenter spoke in support of the Santa Clara Valley Transportation Authority's Bus Rapid Transit project. John Scarboro spoke in support of the Santa Clara Valley Transportation Authority's Bus Rapid Transit project. Jim Neal expressed concerns with the Santa Clara Valley Transportation Authority's Bus Rapid Transit project. Cherie Walkowiak spoke in support of the Santa Clara Valley Transportation Authority's Bus Rapid Transit project. Ms. Podrasky also responded to Council's questions. Gary Wesley expressed concerns with the Santa Clara Valley Transportation Authority's Bus Rapid Transit project. Linda Curtis expressed concerns with the Santa Clara Valley Transportation Authority's Bus Rapid Transit project. 4. STUDY SESSION 4.1 Fiscal Year 2015-16 Narrative Budget Report and Fiscal Years 2015-2020 Financial Forecast. Community Manager Rich and Treasurer Kong presented oral staff reports and they, Community Development Director Tsuda, Counsel Quinn, Transportation and Business Manager Forsberg, Assistant Community Manager Diaz, Community Services Director de la Montaigne, Public Works Director Fuller, Chief Information Officer/Information Technology Director Jensen and SWA Services Group Chief Executive Officer Solomon Wong, responded to the Board's questions.
