CALL TO ORDER President McAlister called the meeting to order at 5:30 p.m. 2. PLEDGE OF ALLEGIANCE Margaret Capriles led the Pledge of Allegiance. 3. ROLL CALL Present: 7 - Boardmember Clark, Boardmember Inks, Boardmember Kasperzak, Boardmember Rosenberg, Boardmember Siegel, Vice President Showalter, and President McAlister 4. CONSENT CALENDAR MOTION - M/S Kasperzak/Clark - To approve the Consent Calendar. The motion carried by the following vote: Yes: 7 - Boardmember Clark, Boardmember Inks, Boardmember Kasperzak, Boardmember Rosenberg, Boardmember Siegel, Vice President Showalter, and President McAlister 4.1 Shoreline Boulevard Adaptive Signal System, Project 13-30 - Approve Plans/Specifications and Authorize Bidding. 1. Approve plans and specifications for the Shoreline Boulevard Adaptive Signal System, Project 13-30, and authorize staff to advertise the project for bids. 2. Authorize the City Manager to award the construction contract to the lowest responsible bidder if the low bid is within the project budget. 3. Transfer and appropriate $248,000 from the Shoreline Regional Park Community Fund to the Shoreline Boulevard Adaptive Signal System, Project 13-30. ORAL COMMUNICATIONS FROM THE PUBLIC ON NONAGENDIZED ITEMS John Scarboro presented personal history information and he expressed concerns with the loss of affordable housing for middle-income families in the City of Mountain View. Emily White presented information regarding the composition of the families that live in the Forest Glen housing complex, and expressed concerns with the loss of affordable housing for the middle-income residents. Brandon Jones presented information regarding his family's roots in the community, and he expressed concerns with the future displacement of his residency in the Forest Glen housing complex due to the purchase of the complex by Prometheus. Karly Larson presented information regarding her health issues and educational goals, and she expressed concerns with the future displacement of her residency in the Forest Glen housing complex, due to the purchase of the complex by Prometheus. Larry Voytilla expressed concerns with the Santa Clara Valley Transportation Authority's Bus Rapid Transit proposal and suggested alternate transit recommendations. Linda Curtis expressed concerns with new development projects driving up the cost of housing in the City of Mountain View. Ethan Larson presented information on his employment history and he expressed concerns with the future displacement of his residency in the Forest Glen housing complex, due to the purchase of the complex by Prometheus. Lori Moon presented her Mountain View residency history, and she expressed concerns with the future displacement of her residency in the Forest Glen housing complex, due to the purchase of the complex by Prometheus. Greg Coladonato expressed opposition to the Santa Clara Valley Transportation Authority's Bus Rapid Transit proposal, and he recommended actions Council should take regarding the future of the proposed project. Yes: 6 - Boardmember Clark, Boardmember Inks, Boardmember Kasperzak, Boardmember Rosenberg, Vice President Showalter, and President McAlister No: 1 - Boardmember Siegel MOTION - M/S McAlister/Kasperzak - To allow projects to come forward as gatekeepers if they can provide self-mitigating proposals and to allow the following projects and corresponding floor area to submit plans for Planned Community Permits: 1. Broadreach - 123,479 s.f.; 2. Google - Landings - 515,325 s.f.; 3. Linkedin-SyWest - 1,450,998 s.f.; and 4. Rees - 102,248 s.f. MOTION - M/S Siegel/Rosenberg - To propose a substitute motion to delay the decision until January 2016.
