CITY OF MOUNTAIN VIEW TUESDAY, JUNE 16, 2015 - 6:30 PM CITY COUNCIL MEETING MINUTES COUNCIL CHAMBERS - 500 CASTRO ST. Christopher R. Clark, Councilmember Ken S. Rosenberg, Councilmember John M. Inks, Councilmember Patricia Showalter, Vice Mayor R. Michael Kasperzak, Jr., Councilmember Leonard M. Siegel, Councilmember Daniel H. Quinn, City Attorney June 16, 2015 Council Chambers - 500 Castro St. SPECIAL MEETING OF THE SHORELINE REGIONAL PARK COMMUNITY 6:30 P.M.-SPECIAL SESSION (HELD IN THE COUNCIL CHAMBERS) 1. CALL TO ORDER/PLEDGE OF ALLEGIANCE President McAlister called the meeting to order at 6:45 p.m. and led the Pledge of Allegiance. 2. ROLL CALL Present: 7 - Boardmember Clark, Boardmember Inks, Boardmember Kasperzak, Boardmember Rosenberg, Boardmember Siegel, Vice President Showalter, and President McAlister 3. CONSENT CALENDAR Boardmember Inks registered a no vote on Item 3.1 MOTION - M/S Kasperzak/Siegel - To approve the Consent Calendar, with Boardmember Inks voting no on Item 3.1. The motion carried unanimously. 3.1 North Bayshore Precise Plan Nexus Study. 1. Transfer and appropriate $90,000 from the Shoreline Regional Park Community Fund’s available balance to the existing North Bayshore Precise Plan CIP 11-45 to fund a nexus study for the North Bayshore Precise Plan. (Five votes required) 2. Authorize the City Manager to enter into a contract with Economic & Planning Systems, Inc., for an amount not to exceed $89,700 from the North Bayshore Precise Plan CIP 11-45, for completion of a nexus study for the North Bayshore Precise Plan. Boardmember Inks registered a no vote on this item. 4. ORAL COMMUNICATIONS FROM THE PUBLIC ON NONAGENDIZED ITEMS City of Mountain View Page 1 City Council MEETING MINUTES 6/16/2015 None. 5. PUBLIC HEARING 5.1 Adoption of FY 2015-16 Budgets, Appropriations Limit, and Fee Modifications; and Approval of FYs 2015-16 through 2019-20 Capital Improvement Program and Council Goals for FYs 2015-16 and 2016-17. President McAlister opened the Public Hearing at 9:44 p.m. Treasurer Kong presented an oral staff report and responded to the Board's questions. SPEAKING FROM THE FLOOR EXPRESSING CONCERNS: Don Bahl President McAlister closed the Public Hearing at 9:49 p.m. MOTION - M/S Rosenberg/Showalter - To: City of Mountain View Actions: 1. For Fiscal Year 2014-15, transfer and appropriate the remaining balance of approximately $100,000 in Shoreline Regional Park Community bond proceeds to Project 11-33, Athletic Field Construction. (Five votes required) Mountain View Shoreline Regional Park Community Actions: 2. Adopt Resolution No. S-152 Approving the Fiscal Years 2015-16 through 2019-20 Capital Improvement Program for the Shoreline Regional Park Community, Including Amendments to Existing Projects, and Adopting the Fiscal Year 2015-16 Shoreline Regional Park Community Budget, to be read in title only, further reading waived (Attachment 7 to the Council report). The motion carried by the following vote: Yes: 7 - Boardmember Clark, Boardmember Inks, Boardmember Kasperzak, Boardmember Rosenberg, Boardmember Siegel, Vice President Showalter, and President McAlister By consensus, the Board agreed to continue the meeting past 10:00 p.m. in order to consider the remaining item on the agenda. President McAlister opened the Public Hearing at 9:55 p.m. Principal Planner Alkire presented an oral staff report. SPEAKING FROM THE FLOOR EXPRESSING CONCERNS AND/OR WITH RECOMMENDATIONS: Deb Henigson Roy Mize President McAlister closed the Public Hearing at 10:08 p.m. MOTION - M/S Kasperzak/Showalter - To adopt Resolution No. 17969 Amending the City of Mountain View 2030 General Plan and General Plan Land Use Map to Allow Residential Uses in North Bayshore, to be read in title only, further reading waived. MOTION - M/S Siegel/Rosenberg - To amend the main motion to eliminate the strike out in the language listed on Page 59 of the General Plan Map and Text Amendment (Attachment 2 to the Council report). The amendment to the main motion carried by the following vote: Yes: 4 - Boardmember Inks, Boardmember Rosenberg, Boardmember Siegel, and Vice President Showalter No: 3 - Boardmember Clark, Boardmember Kasperzak, and President McAlister The main motion, as amended, carried unanimously. 6. ADJOURNMENT - At 10:30 p.m., President McAlister adjourned the meeting.
