Quinn, City Attorney November 22, 2016 Council Chambers - 500 Castro St. SPECIAL MEETING OF THE SHORELINE REGIONAL PARK COMMUNITY THE MEETING WAS TELECONFERENCED PURSUANT TO GC SECTION 54953(B) WITH BOARDMEMBER KASPERZAK PARTICIPATING IN THE MEETING FROM THE RESIDENCE AT 6311 RIDGE DR. #23, BENZONIA, MI 49616. THE TELECONFERENCE LOCATION WAS ACCESSIBLE TO THE PUBLIC AND AN AGENDA FOR THE MEETING WAS POSTED AT THAT LOCATION PURSUANT TO GC SECTION 54953(B)(3). MEMBERS OF THE PUBLIC HAD THE OPPORTUNITY TO ADDRESS THE LEGISLATIVE BODY AT THIS LOCATION. 1. CALL TO ORDER President Showalter called the meeting to order at 6:57 p.m. 2. PLEDGE OF ALLEGIANCE President Showalter led the Pledge of Allegiance. 3. CONSENT CALENDAR MOTION - MS - Rosenberg/Clark - To approve the Consent Calendar. The motion carried by the following vote: Yes: 7 - Boardmember Clark, Boardmember Inks, Boardmember Kasperzak, Boardmember McAlister, Boardmember Siegel, Vice President Rosenberg, and President Showalter 4.1 Fiscal Year 2015-16 Annual Compliance Report for Development Impact Fees and Capacity Charges; and Informational Reporting of Park Land Dedication Fee. 1. Review the Fiscal Year 2015-16 Annual Compliance Report for the Below-Market-Rate Housing, Housing Impact, Rental Housing Impact, Downtown Parking In-Lieu, North Bayshore Development Impact, Water Development Impact, Wastewater Development Impact, Water City of Mountain View Page 1 City Council MEETING MINUTES 11/22/2016 Capacity Charges, and Sewer Capacity Charges funds. 2. Review the Fiscal Year 2015-16 informational report for the Park Land Dedication funds. 3. Adopt Resolution No. 18105 Making Findings with Respect to the Unexpended Balance of Below-Market-Rate (BMR) Housing Fees and Investment Earnings (California Government Code Section 66000, et seq.), to be read in title only, further reading waived (Attachment 1 to the Council report). 4. Adopt Resolution No. 18106 Making Findings with Respect to the Unexpended Balance of the Housing Impact Fees and Investment Earnings (California Government Code Section 66000, et seq.), to be read in title only, further reading waived (Attachment 2 to the Council report). 5. Adopt Resolution No. 18107 Making Findings with Respect to the Unexpended Balance of Parking In-Lieu Fees and Investment Earnings (California Government Code Section 66000, et seq.), to be read in title only, further reading waived (Attachment 3 to the Council report). 5. ORAL COMMUNICATIONS FROM THE PUBLIC ON NONAGENDIZED ITEMS Don Letcher expressed concerns with the business practices of O'Malley's Sports Bar. Barbara Goodwin spoke in support of Councilmember Siegel's guest opinion in The Voice. Ms. Goodwin also spoke regarding her offer of providing pins to individuals to wear to represent that they are a safe place. Job Lopez spoke in support of Councilember Siegel's guest opinion in The Voice. Mr. Lopez also expressed appreciation to all of the Councilmembers that voted yes on the just cause eviction urgency ordinance. Mr. Lopez also expressed concerns with the results of the recent Presidential election. Maria Marroquin expressed appreciation to all of the Councilmembers that voted yes on the just cause eviction urgency ordinance. Ms. Marroquin also requested that in light of the recent presidential election results, Council act as leaders in support of the residents in the community. Angel Santuario expressed appreciation to all of the Councilmembers that voted yes on the just cause eviction urgency ordinance. Mr. Santuario also presented information regarding his recent experience with a racist member of the community, and he encouraged Council to hold open community discussions regarding fear in the community that has developed since the results of the presidential election. Daniel DeBolt expressed appreciation to all of the Councilmember that voted yes on the just cause eviction urgency ordinance. Mr. DeBolt also spoke regarding the prior Police Chief's position on immigration issues, and he requested that Council report on the current practices. Joan MacDonald shared a story regarding actions taken several years ago in Billings, Montana in support of the Jewish Community. Ms. MacDonald also requested information on the outreach being conducted regarding the just cause eviction ordinance. City of Mountain View Page 2 City Council MEETING MINUTES 11/22/2016 6.
