CLOSED SESSION ANNOUNCEMENT (OPEN SESSION) At 5:01 p.m., an announcement was made by Senior Assistant Counsel Dobson, who described the items that the Board would consider on the Closed Session Agenda below. 2. CLOSED SESSION 2.1 Conference with Real Property Negotiator (§54956.8)—Properties: 1600 N. Shoreline Boulevard (APN 116-10-070); 1616 N. Shoreline Boulevard (APN 116-10-070); 1674 N. Shoreline Boulevard (portion) (APN 116-10-085); 1015 Joaquin Road (portion) (APN 116-10-097)—Agency Negotiator: Dennis Drennan, Real Property Program Administrator—Negotiating Party: Google Inc.—Under Negotiation: Price and Terms of Payment for the Acquisition of Real Property At 5:04 p.m., seeing no one wishing to speak, President Rosenberg closed the meeting to the public and called the meeting to order. All Boardmembers were present. The Closed Session recessed at 6:36 p.m. 6:30 P.M.-SPECIAL SESSION (HELD IN THE COUNCIL CHAMBERS) 1. CALL TO ORDER President Rosenberg called the meeting to 6:45 p.m. 2. ROLL CALL Present: 7 - Boardmember Abe-Koga, Boardmember Clark, Boardmember Matichak, Boardmember McAlister, Boardmember Showalter, Vice President Siegel, and President Rosenberg City of Mountain View Page 1 City Council MEETING MINUTES 9/5/2017 3. CONSENT CALENDAR MOTION - M/S - Showalter/McAlister - To approve the Consent Calendar. The motion carried by the following vote: Yes: 7 - Boardmember Abe-Koga, Boardmember Clark, Boardmember Matichak, Boardmember McAlister, Boardmember Showalter, Vice President Siegel, and President Rosenberg 3.1 Approval of Minutes That Shoreline Regional Park Community Boardmembers approve the following minutes: 1. June 20, 2017 Shoreline Regional Park Community meeting; and 2. June 27, 2017 Shoreline Regional Park Community meeting. 3.2 North Bayshore Precise Plan Amended Scope of Work 1. Transfer and appropriate $64,000 from the Shoreline Regional Park Community Fund (Shoreline Community) available balance to the existing North Bayshore Precise Plan capital improvement project (CIP No. 11-45) to fund amendments to the North Bayshore Precise Plan Environmental Impact Report (EIR) scope of work. (Five votes required) 2. Authorize the City Manager to amend the existing contract with David J. Powers & Associates by $64,000 for an amount not to exceed $1,460,000 for additional tasks and analysis supporting the North Bayshore Precise Plan EIR. 4. ORAL COMMUNICATIONS FROM THE PUBLIC ON NONAGENDIZED ITEMS Steven Goldstein expressed concerns with the testing methods used by regulatory agencies for TCE contamination. Zahra Emami expressed concerns with the removal and replacement location of a garage security gate in her Downtown Mountain View condominium complex. Ida Rose Sylvester presented information to Council regarding the vigil that will be held later in the evening in the Civic Plaza by the group "Together We Will" to express concerns regarding the DACA decision that was enacted by President Trump. Geoff Thompson expressed concerns with the lack of parking at the Senior Center and with the potential safety issues that would be involved if robotics devices were allowed on City sidewalks. Adina Levin with Friends of Caltrains presented information regarding the City of Palo Alto's release of its Third Annual Survey from its Downtown Transportation Association. City of Mountain View Page 2 City Council MEETING MINUTES 9/5/2017 John Scarboro expressed appreciation to Council and staff for the bicycle improvements made on Castro Street. Rae Tso expressed appreciation to the Library staff for all their work they do to conduct the English as a Second Language Workshop, and also to City Manager Dan Rich for participating at the workshop on August 29th. 5.
