CITY OF MOUNTAIN VIEW TUESDAY, DECEMBER 5, 2017 - 6:30 PM CITY COUNCIL MEETING MINUTES COUNCIL CHAMBERS - 500 CASTRO ST. Ken S. Rosenberg, Mayor December 05, 2017 Council Chambers - 500 Castro St. SPECIAL MEETING OF THE SHORELINE REGIONAL PARK COMMUNITY 6:30 P.M.-SPECIAL SESSION 1. CALL TO ORDER/PLEDGE OF ALLEGIANCE President Rosenberg called the meeting to order at 6:55 p.m., and led the Pledge of Allegiance. 2. ROLL CALL Present: 7 - Boardmember Abe-Koga, Boardmember Clark, Boardmember Matichak, Boardmember McAlister, Boardmember Showalter, Vice President Siegel, and President Rosenberg 3. CONSENT CALENDAR MOTION - MS - Abe-Koga/Matichak - To approve the Consent Calendar. The motion carried by the following vote: Yes: 7 - Boardmember Abe-Koga, Boardmember Clark, Boardmember Matichak, Boardmember McAlister, Boardmember Showalter, Vice President Siegel, and President Rosenberg 3.1 2017-18 City Bridges and Culverts Structural Inspection and Repairs, Project 18-49-Award Construction Contract. Award the construction contract for 2017-18 City Bridges and Culverts Structural Inspection and Repairs, Project 18-49, to T.P.A. Construction of Rocklin, California for the low bid price of $122,570 which includes a $15,000 construction contingency. 4. ORAL COMMUNICATIONS FROM THE PUBLIC ON NONAGENDIZED ITEMS Vanessa Honey, Rental Housing Committee Chair, presented information regarding the Committee's request to Council to consider funding the Community Stabilization and Fair Rent Act be paid by the citizens of the Mountain View community, and she requested that Council respond to the request. Curt Conroy requested that the costs associated with the Community Stabilization and Fair Rent Act be paid by citizens of Mountain View. City of Mountain View Page 1 City Council MEETING MINUTES 12/5/2017 Linnea Wickstrom, representing the residents at 1585 Studios, expressed appreciation to Council for its support of developmentally disabled housing, and she suggested that Council consider using the residents' experience with community, services and transit when considering other development projects. Joe Manek expressed concerns with the affordability of the Community Stabilization and Fair Rent Act for all of the units he manages. Maria Roque expressed concerns with the affordability of the Community Stabilization and Fair Rent Act for the three units she owns. 5. NEW BUSINESS 5.1 Revenue Measure Options for Potential Transportation or Other Capital Projects Community Manager Rich and Management Exchange Talent Program Fellow Springer presented oral staff reports and responded to the Board's questions. SPEAKING FROM THE FLOOR EXPRESSING CONCERNS AND/OR WITH RECOMMENDATIONS: Charles Melton, Silicon Valley Leadership Group Cliff Chambers. Mr. Chambers also responded to the Board's questions.
