1. CALL TO ORDER
President Matichak called the meeting to order at 5:00 p.m.
2. ROLL CALL

McAlister, Boardmember Ramirez, Vice President Abe-Koga, President Matichak
3. STUDY SESSION
3.1 Preliminary Review of the Fiscal Year 2019-20 through Fiscal Year 2023-24 Capital
Improvement Program
Public Works Director Mike Fuller presented the staff report. Assistant Public Works Director
Jacqueline Solomon, Community Manager Dan Rich, Assistant Public Works Director Dawn
Cameron, Assistant Community Manager/Community Development Director Aarti Shrivastava and
Counsel Jannie Quinn provided additional information.
The following members of the public spoke:

Richard Mehlinger, Sunnyvale Bicycle and Pedestrian Advisory Commission member speaking for
himself
Louise Katz, on behalf of Livable Mountain View
President Matichak summarized the Board input provided. Prior to discussion of El Camino Real
Bike Improvements, Boardmember Clark announced he would be recused from participation due
to a financial interest in real property, and left the room. In addition, Boardmember McAlister
announced lease interest so he recused himself, and left the room.

Vice President Abe-Koga announced she owns real property in the downtown area, recused
herself, and left the room. In addition, Boardmember Hicks announced she owns real property in
the downtown area, recused herself, and left the room.
President Matichak, the Board and staff discussed the projects for the Goal setting Study Session
on April 23, 2019.
After the discussion Boardmembers Clark and McAlister returned to the Council Chambers and
took their seats as well as Boardmember Hicks and Vice President Abe-Koga returned to the
Council Chambers and took their seats.
The Study Session concluded at 6:52 p.m.

President Matichak called the meeting to order at 6:52 p.m. and led the Pledge of Allegiance.

Martin Alkire provided additional information.

Robert Tersini, Assistant Development Manager, Sobrato, provided information regarding their
proposal.
MOTION – M/S – Clark/Ramirez – To:
Introduce an Ordinance Amending Chapter 41 of the Mountain View City Code to Provide a Credit
for Publicly Accessible Private Open Space in the North Bayshore Precise Plan Area, to be read
in title only, further reading waived, and set second reading for April 9, 2019 (Attachment 1 to the
Council report).
There was a SUBSTITUTE MOTION – M/S – Abe-Koga/Matichak that failed. The substitute
motion failed by the following vote:
Yes: 2 - Vice-President Abe-Koga, President Matichak
No: 5 - Boardmember Clark, Boardmember Hicks, Boardmember Kamei, Boardmember
McAlister, Boardmember Ramirez
The original motion carried by the following vote:
Yes: 6 - Boardmember Clark, Boardmember Hicks, Boardmember Kamei, Boardmember
Ramirez, Vice President Abe-Koga, President Matichak.
No: 1- Boardmember McAlister
11. ADJOURNMENT - At 11:18 p.m., President Matichak adjourned the meeting.
