CITY HALL City of Mountain View 500 CASTRO STREET Minutes Environmental Planning Commission Commissioners Cox, Fernandez, Matichak, Scarboro, Trontell, Vice Chair Capriles and Chair Kamei Wednesday, December 16, 2015 7:00 PM Council Chambers 1. CALL TO ORDER 2. ROLL CALL Present: EPC Members Cox, Fernandez, Matichak, Scarboro, Trontell, and Chair Kamei Absent: Vice Chair Capriles 3. MINUTES APPROVAL FOR NOVEMBER 4, 2015 No members of the public wished to speak. Motion - M/S Cox/Fernandez - Carried 6-0 (Member Capriles absent) - Approve the minutes with minor clarifying edits. 4. ORAL COMMUNICATIONS FROM THE PUBLIC - None. 5. PUBLIC HEARING 5.1 WATER CONSERVATION IN LANDSCAPING REGULATIONS Planner Burke provided an oral staf report. Planner Burke, Principal Planner Alkire, and Water Conservation Coordinator Flegel responded to questions raised by the EPC. Motion - M/S Scarboro/Matichak - Carried 6-0 (Member Capriles absent) - That the Environmental Planning Commission recommend to the City Council approval of 1) A Zoning Text Amendment of Section 36.34.30 of the Zoning Ordinance (Chapter 36 of the Municipal Code) per the findings in Exhibit 1; and 2) Amendments to the Water Conservation in Landscaping Regulations per the findings in Exhibit 2. COMMISSION/STAFF ANNOUNCEMENTS, UPDATES, REQUESTS, AND COMMITTEE REPORTS Principal Planner Alkire gave an oral staff report. 8. ADJOURNMENT Adjourn to the Regular Meeting of Wednesday, January 20, 2016, in City Hall, 500 Castro Street. The meeting date, time, and venue are subject to change. PUBLIC HEARING 5.1 WATER CONSERVATION IN LANDSCAPING REGULATIONS The EPC will consider minor amendments to the Water Conservation in Landscaping Regulations and minor amendments to Section 36.34.30, Water Conservation in Landscaping Regulations, of the Zoning Ordinance (Title 36 of the Municipal Code). Recommendation: That the EPC recommend to the City Council approval of the proposed amendments.
