1. CALL TO ORDER
Chair Capriles called the Environmental Planning Commission (EPC) meeting to order.
2. ROLL CALL
Present 7 - Commissioner Pamela Baird, Commissioner Robert Cox, Commissioner
Hehmeyer, Commissioner Ellen Kamei, Commissioner Lisa Matichak, Vice Chair John
Scarboro, and Chairperson Margaret Capriles.
Absent 0
3. MINUTES APPROVAL - None.
4. ORAL COMMUNICATIONS FROM THE PUBLIC
John Inks (Councilmember) spoke about the economics of rent control and the negative
impact of rent control.
5. STUDY SESSION
5.1 777 WEST MIDDLEFIELD ROAD
Senior Planner Bhagat gave an oral report. The Applicant, Perry Hariri of Fortbay, LLC, and
the Architect, Jessica Musick with the GGPW Group, were present and gave presentations.
Staff, Applicant, Perry Hariri of Fortbay, LLC, and the Architect, Jessica Musick with the
GGPW Group responded to questions raised by the EPC.

5. STUDY SESSION
5.1 777 West Middlefield Road.
Informal review of a General Plan Amendment from Medium-Density
Residential to High-Density Residential, a Zoning Map Amendment from
R3-2 (Multiple-Family Residential) to P (Planned Community) district to
allow demolition of 208 existing apartment units and construction of 711
new apartment units (including 144 affordable units).
Recommendation: That the EPC provide direction and input on the informal proposal.
