1. CALL TO ORDER
Chair Capriles called the Environmental Planning Commission (EPC) meeting to order at
7:00 P.M.
2. ROLL CALL
Present: 7 - Commissioners Baird, Cox, Hehmeyer, Kamei, Ramirez, Vice Chair Scarboro,
and Chair Capriles
Absent: 0 - None.
3. MINUTES APPROVAL - None.
4. NEW BUSINESS
ELECTION OF CHAIR
Motion - M/S Cox / Baird - Carried 7-0 - To elect Vice-Chair Scarboro as Chair of the
Environmental Planning Commission for 2017.
This motion was carried by the following vote:
Yes: 7 - Commissioners Baird, Cox, Hehmeyer, Kamei, Ramirez, Vice Chair Scarboro,
Chair Capriles
No: 0 - None.
ELECTION OF VICE-CHAIR
Motion - M/S Capriles / Kamei - Carried 7-0 - To elect Commissioner Hehmeyer as Vice
Chair of the EPC for 2017.

5. ORAL COMMUNICATIONS FROM THE PUBLIC - None.
6. PUBLIC HEARING
6.1 - 2268-2280 WEST EL CAMINO REAL AND 2241-2243 LATHAM STREET.
Planner Bhagat gave an oral staff report. The Applicant, Peter Schellinger of Lennar
Multifamily Communities, was present and gave a presentation. The Architect, John Kosi with
BDE Architects, was present and available to answer questions.
Staff, the Applicant, and Architect were present and responded to questions raised by the
EPC.
Chair Scarboro opened the floor for public testimony asking if anyone from the public wished
to speak.

RECOMMENDATIONS:

Motion - M/S Ramirez / Cox - Carried 7-0 - That the EPC recommend that the City Council:
1. Approve the Initial Study of Environmental Significance for the 204 apartment unit
development project at 2268-2280 West El Camino Real and 2241-2243 Latham Street,
pursuant to Section 15168 of the California Environmental Quality Act (CEQA).
2. Adopt a Resolution conditionally approving a Planned Community Permit and
Development Review Permit to allow construction of a three- and four-story multi-family
development with 204 apartment units with approximately 36,965 square feet of common
open space, a one-level underground parking garage, and a Heritage Tree Removal permit
for removal of 21 Heritage trees at 2268-2280 West El Camino Real and 2241-2243 Latham
Street, with additional conditions of approval, as read into the record.

3. Adopt a Resolution conditoinally approving a Preliminary Parcel Map to merge four
existing parcels into one parcel at 2268-2280 West El Camino Real and 2241-2243 Latham
Street.
The motion was carried by the following vote:
Yes: 7 - Commissioners Baird, Capriles, Cox, Kamei, Ramirez, Vice Chair Hehmeyer,
Chair Scarboro.
No: 0 - None.
7. COMMISSION/STAFF ANNOUNCEMENTS, UPDATES, REQUESTS, AND COMMITTEE
REPORTS
Assistant Community Development Director / Planning Manager Blount gave an oral report.
8. ADJOURNMENT
At 9:42 P.M., Chair Scarboro adjourned to the Regular Meeting of Wednesday, February 1,
2017, at City Hall, 500 Castro Street. Meeting date, time and venue are subject to change.

2268-2280 West El Camino Real and 2241-2243 Latham Street.
Public Hearing for Consideration of a Planned Community Permit and
Development Review Permit to Allow the Construction of a Three- and
Four-Story Multi-Family Development with 204 Apartment Units, with
approximately 36,965 Square Feet of Common Open Space, a
One-Level Underground Parking Garage, and a Heritage Tree Removal
Permit to Remove 21 Heritage Trees; and a Preliminary Parcel Map to
Merge Four Existing Parcels and Create One Parcel on an Existing
2.61-Acre Site, and a Determination that the Project Prepared an Initial
Study of Environmental Significance Pursuant to Section 15168 of the
California Environmental Quality Act (CEQA).
Recommendation: That the EPC recommend that the City Council:
1. Approve the Initial Study of Environmental Significance for the 204 Apartment Unit
Development project at 2268-2280 West El Camino Real and 2241-2243 Latham
Street, pursuant to Section 15168 of the California Environmental Quality Act (CEQA).
