1. CALL TO ORDER
Chair Capriles called the Environmental Planning Commission (EPC) meeting to order.

Preeti Hehmeyer, Commissioner Lisa Matichak, and Chairperson Margaret Capriles
Absent 2 - Commissioner Ellen Kamei and Vice Chair John Scarboro

Motion – M/S Matichak / Hehmeyer - That the EPC approve the minutes for October 5, 2016.
Chair Capriles opened the floor for public testimony asking if anyone from the public wished
to speak.
The motion carried with the following vote:
Yes 5 - Commissioner Pamela Baird, Commissioner Robert Cox, Commissioner Preeti
Hehmeyer, Commissioner Lisa Matichak, and Chairperson Margaret Capriles
No 0

3.2 MINUTES APPROVAL
Motion – M/S Cox / Baird - That the EPC approve the minutes for November 2, 2016 with
minor clarifying edits.
Chair Capriles opened the floor for public testimony asking if anyone from the public wished
to speak.
The motion carried with the following vote:

Hehmeyer, Commissioner Lisa Matichak, and Chairperson Margaret Capriles

4. ORAL COMMUNICATIONS FROM THE PUBLIC
Linda Curtis asked that the EPC members keep their voices up because it is difficult to hear.
5. STUDY SESSION
5.1 2580 AND 2590 CALIFORNIA STREET / 201 SAN ANTONIO CIRCLE
Planner Hodge gave an oral report.
The applicant, Dan Deibel of Greystar GP II, LLC, was present and gave a presentation.
Staff and the applicant responded to questions raised by the EPC.

Assistant Community Development Director / Planning Manager Blount gave an oral report.
7. ADJOURNMENT
At 10:40 P.M. Chair Capriles adjourned to the Regular Meeting of Wednesday, January 18,
2017, at City Hall, 500 Castro Street. Meeting date, time and venue are subject to change.

4. ORAL COMMUNICATIONS FROM THE PUBLIC
This portion of the meeting is reserved for persons wishing to address the Commission
on any matter not on the agenda. Speakers are limited to three minutes. State law
prohibits the Commission from acting on non-agenda items.

5.1 2580 and 2590 California Street / 201 San Antonio Circle.
Study Session for a Proposed Master Plan in the North of California
Street Master Plan Area within the San Antonio Precise Plan.
Recommendation: That the EPC provide input on key topics for the Master Plan proposed by Greystar for
three properties located in the North of California Street Master Plan Area within the
San Antonio Precise Plan.

- Interested persons may review the agenda and staff reports at the Community Development offices, 500 Castro Street,
First Floor; the Friday afternoon before each meeting at 4:30 p.m. or soon thereafter; or online at
http://laserfiche.mountainview.gov/Weblink; and they are available during each Commission meeting.
SPECIAL NOTICE—Reference: Americans with Disabilities Act, 1990
- Anyone who is planning to attend a meeting who is visually or hearing-impaired or has any disability that needs special
assistance should call the Community Development Department at (650) 903-6306 48 hours in advance of the meeting to

at the meeting shall be on the agenda of the next regular, special, or adjourned regular meeting unless the Commission
directs otherwise.
SPECIAL NOTICE—Any writings or documents provided to a majority of the Environmental Planning Commission regarding
any item on this agenda will be made available for public inspection in the Community Development Department, located at
500 Castro Street, during normal business hours and at the meeting location noted on the agenda during the meeting.
ADDRESSING THE BOARD, COMMISSION, OR COMMITTEE
- Interested persons are entitled to speak on any item on the agenda and should make their interest known to the Chair.
- Anyone wishing to address the Board, Commission, or Committee on a nonagenda item may do so during the "Oral
Communications" part of the agenda. Speakers are allowed to speak one time on any number of topics for up to three
minutes.
