1. CALL TO ORDER
Chair Baird called the meeting of the Environmental Planning Commission (EPC) to order
at 7:00 p.m.
2. ROLL CALL
Present 5- Commissioner Bill Cranston, Commissioner Preeti Hehmeyer, Commissioner
Kammy Lo, Vice Chair Robert Cox and Chair Pamela Baird
Absent 2- Commissioner Margaret Capriles and Commissioner Joyce Yin
3. MINUTES APPROVAL
3.1 Approval of Minutes for May 15, 2019
Chair Baird opened the floor at 7:03 p.m. for public testimony asking if anyone from the
public wished to speak. No members of the public wished to speak.
Motion - M/S - Cranston / Hehmeyer - That the EPC approve the Minutes as noted above
with minor clarifying edits.
That motion passed on the following vote:
Yes: 5- Commissioner Cranston, Commissioner Hehmeyer, Commissioner Lo, Vice Chair
Cox and Chair Baird
Absent: 2- Commissioner Capriles and Commissioner Yin
3.2 Approval of Minutes for May 30, 2019
Chair Baird opened the floor at 7:06 p.m for public testimony asking if anyone from the
public wished to speak. No members of the public wished to speak.
Motion - M/S - Cranston / Cox - That the EPC approve the Minutes as noted above with
minor clarifying edits.
That motion passed on the following vote:

3.3 Approval of Minutes for June 19, 2019
Chair Baird opened the floor at 7:08 p.m. for public testimony asking if anyone from the
public wished to speak. No members of the public wished to speak.
Motion - M/S - Cranston / Cox - That the EPC approve the Minutes as noted above.
That motion passed on the following vote:

4. ORAL COMMUNICATIONS FROM THE PUBLIC
Chair Baird opened the floor at 7:11 p.m. to public testimony asking if anyone from the
public wished to speak on anything not on the agenda.

5. PUBLIC HEARING
Chair Baird suggested considering Item 7.1 before Item 5.1 on the agenda due to the brief
matter of the item. By unanimous consensus, the Commission proceeded with Item 7.1
before 5.1.
5.1 Safe Parking Ordinance and Emergency Shelters
Assistant to the City Manager Kimberly Thomas and Planning Manager/Zoning
Administrator Stephanie Williams gave an oral presentation and responded to questions
from the EPC.

public wished to speak on this item.

The EPC deliberated the item.
MOTION - M/S - Cox/ Cranston - That the Environmental Planning Commission approve:
1. A Resolution Recommending that the City Council Approve an Ordinance to Amend
Chapter 36, Articles XVII, IX, XVI, IV, V, VI, VIII of the Mountain View City Code Related
to Safe Parking and Emergency Shelters (see Exhibit 1), modified as read into the record
including: after a period of one year the maximum of 30 vehicles per lot can be
reconsidered for a larger amount of vehicles on a lot which proves to have successful
operations per provisions of the Ordinance and determined to be able to support
additional vehicles.
2. A Resolution Recommending that the City Council Approve Precise Plan Amendments
to the P-39 (North Bayshore) Precise Plan Related to Safe Parking (Exhibit 2).
The motion carried by the following vote:
Yes: 5- Commissioner Cranston, Commissioner Hehmeyer, Commissioner Lo, Vice Chair
Cox and Chair Baird
Absent: 2- Commissioner Capriles and Commissioner Yin
6. STUDY SESSION
6.1 465 Fairchild Drive
Senior Planner Margaret Netto gave an oral presentation and Planner Netto and Planning
Manager/Zoning Administrator Williams answered questions by the EPC.
The applicant, Tim Steele of The Sobrato Organization, and the Project Architect, David
Sobalvaro of Studio Architecture, gave an oral presentation and answered questions by
the EPC.
Chair Baird opened the floor at 10:26 p.m. to public testimony asking if anyone wished to
speak on this item. No members of the public wished to speak.
The EPC deliberated and provided direction to City Staff and the applicant on the project.
7. NEW BUSINESS
Item 7.1 was discussed by the EPC before Item 5.1 on the agenda.

7.1 EPC Work Plan (Fiscal Years 2019-2020 and 2020-2021)
Principal Planner Martin Alkire gave an oral presentation and answered questions from
the EPC.
Chair Baird opened the floor at 7:16 p.m. for public testimony asking if anyone from the
public wished to speak on this item. No members of the public wished to speak.
MOTION - M/S - Hehmeyer / Lo - That the EPC approve the two-year EPC Work Plan for
Fiscal Years 2019-2020 and 2020-2021.
The motion carried by the following vote:

Cox and Chair Baird

5. PUBLIC HEARING
5.1 SAFE PARKING ORDINANCE AND EMERGENCY SHELTERS
The Environmental Planning Commission will consider and make a
recommendation to the City Council on amendments to Chapter 36 (Zoning
Ordinance) of the City Code and the North Bayshore Precise Plan related to the
City's Safe Parking Ordinance and Emergency Shelters.
Recommendation: That the Environmental Planning Commission recommend to the City
Council approval of Zoning Text Amendments to Chapter 36 (Zoning
Ordinance) of the City Code and Amendment of the North Bayshore
Precise Plan related to Safe Parking and Emergency Shelters (see
Exhibit 1 - Resolutions for the Approval of Zoning Text Amendments
and Precise Plan).

6.1 465 FAIRCHILD DRIVE
Study Session to discuss a proposed request for a Planned Community Permit
and Development Review Permit to construct a new six-story office building and a
seven-story parking garage to replace two existing office buildings on a 4.45-acre
project site.
Recommendation: Recommendation: That the Environmental Planning Commission
provide input on the proposed development at 465 Fairchild Drive.

meeting.

Sessions, be adjourned no later than 11:00 p.m., which time is referred to as the normal time of adjournment. No new
item of business shall be taken up by the Commission after the normal time unless the Commission has determined by
majority vote to set aside this policy. In the event it appears that the entire agenda cannot be completed by the normal time
of adjournment, the Commission may take up and act upon the more pressing agenda items. All agenda items not
considered at the meeting shall be on the agenda of the next regular, special, or adjourned regular meeting unless the
Commission directs otherwise.
-Any writings or documents provided to a majority of the Environmental Planning Commission regarding any item on this
agenda will be made available for public inspection in the Community Development Department, located at 500 Castro
Street, during normal business hours and at the meeting location noted on the agenda during the meeting.
ADDRESSING THE BOARD, COMMISSION, OR COMMITTEE
- Interested persons are entitled to speak on any item on the agenda and should make their interest known to the Chair.
- Anyone wishing to address the Board, Commission, or Committee on a nonagenda item may do so during the "Oral
