CALL TO ORDER (COUNCIL CHAMBERS) Chair Baird called the special meeting of the Environmental Planning Commission (EPC) to order at 7:01 p.m. 2. ROLL CALL Present 5- Commissioner Margaret Capriles, Commissioner Bill Cranston, Commissioner Joyce Yin, Vice Chair Robert Cox and Chair Pamela Baird Absent 2- Commissioner Preeti Hehmeyer and Commissioner Kammy Lo 3. MINUTES APPROVAL - None. 4. ORAL COMMUNICATIONS FROM THE PUBLIC Chair Baird opened the floor at 7:02 p.m. for public testimony, asking if anyone wished to speak on anything not on the agenda. No members of the public wished to speak. 5. PUBLIC HEARING 5.1 Terra Bella Vision Plan Senior Planner Diana Pancholi gave an oral report and Planner Pancholi and Project Consultant Erik Yurkovich from Raimi and Associates answered questions by the EPC. Chair Baird opened the floor at 7:49 p.m. for public testimony, asking if anyone wished to speak on this item. MOTION - MS - Cox / Capriles - That the Environmental Planning Commission recommend the City Council approve the Terra Bella Vision Plan modified to include: add diagram for improved neighborhood height transitions along existing single-family homes, maximize tree screening between new development and single-family residential uses, and add a residential parking permit program as a possible community benefit. The motion carried by the following vote: Yes: 4- Commissioner Capriles, Commissioner Yin, Vice Chair Cox and Chair Baird No: 1- Commissioner Cranston Absent: 2- Commissioner Hehmeyer and Commissioner Lo 6. ADJOURNMENT Chair Baird called for a short recess at 9:48 p.m. to allow Commissioners to reconvene in the Plaza Conference Room. Chair Baird opened the floor at 10:15 p.m. for public testimony, asking if anyone wished to speak on the item. No members of the public wished to speak. The EPC deliberated and provided input to City Staff on the project. 4.
