CALL TO ORDER Chair Malik called the meeting to order at 6:30 p.m. 2. ROLL CALL Present 6- Commissioner Kevin Boer, Commissioner Serge Bonte, Commissioner Shannon Casey, Commissioner Julie Solomon, Vice Chair Evan Ortiz, and Chairperson Aila Malik Commissioner Boer arrived at 6:50 p.m. 3. MINUTES APPROVAL 3.1 Approval of Minutes. Motion—M/S Ortiz/Bonte—Minutes for the April 6, 2017 meeting were approved without modification. The motion carried by the following vote: Yes: Commissioner Boer, Commissioner Bonte, Commissioner Casey, Commissioner Solomon, Vice Chair Ortiz, and Chairperson Malik 4. ORAL COMMUNICATIONS FROM THE PUBLIC Speaking from the floor, expressions of concern, support, and/or recommendations were received from: Ms. Sally Fox Ms. Marilyn Smith Mr. Marco Antonia Sedio 5. UNFINISHED BUSINESS - None. 6. NEW BUSINESS 6.1 Multilingual Community Outreach Program Update. City of Mountain View Page 1 Human Relations Commission Minutes May 4, 2017 Multicultural Community Outreach Coordinator Ducos presented an oral staff report and she and Assistant to the City Manager Gilmore responded to Commissioners' questions. Speaking from the floor with expressions of concern, support, and/or recommendations: Ms. Michelle Osborne, Black Women Care Ms. Rubiela Solorzano Ms. Carmen Quintana Ms. Joan MacDonald No action was taken on this item. 6.2 Development of the Human Relations Commission Work Plan for Fiscal Year 2017-18. Assistant to the City Manager Gilmore presented an oral report and she and Assistant City Manager Ramberg responded to Commissioners questions. By consensus, the following projects were prioritized in addition to various other ongoing work plan items: 1. Multicultural Festival 2018 2. Assess the need and present options related to Immigrant Rights/Education/Policies a) Invite Consular Representative/Visits in Mountain View to present on services provided/referrals b) Joint Civility Roundtables (e.g. Sanctuary City policies) c) Assistance for families of mixed immigration status d) Sanctuary City policies e) Voting right for residents at school board/municipal level f) Workshops on citizenship g) Municipal ID’s h) Invite Immigration & custom enforcement for community talk, education, relationship building i) Anti-registry policies j) Refugee Integration k) Understand what other communities are doing 3. Voting rights for non-citizen residents at the school board/municipal level. COMMISSION/STAFF ANNOUNCEMENTS, UPDATES, REQUESTS, AND REPORTS Commissioner Ortiz announced that he has been appointed to the Rental Housing Committee and will be resigning his position on the HRC, and reported his attendance at several Measure V workshops held for residents and landlords. Commissioner Bonte reported his attendance at the May 1 May Day rally, and announced that May 11 is Bike to Work Day. Commissioner Malik reported her attendance at the Mayors Quarterly meeting with Advisory Body Chairs and at the Challenge Team Breakfast; shared a save the date for the annual Advisory Body Recognition Dinner to be held on September 25 at Michaels at Shoreline from 5:30 -7:30 p.m.; inquired if any Commissioners had experienced an increase in rodents in the Old Mountain View neighborhood due to construction; reported that former Commissioner Neal will be continuing his involvement with the Multicultural Festival planning committee; and reminded the Commission that the Multicultural Festival is scheduled for Saturday, June 10 from 11 a.m. - 4 p.m. on the City Hall Plaza. Commissioner Boer reported on his experiences with contacting his Legislators via fax. Staff announced that the City Council will be approving the Fiscal Years 2017-18 and 2018-19 City Council Major Goals and Projects at the May 16, 2017 City Council meeting. 8. ADJOURNMENT - at 9:16 p.m Chair Malik adjourned the meeting to the Human Relations Commission meeting to be held on June 1, 2017 at 6:30 p.m. in the Plaza Conference Room, 500 Castro Street. State law prohibits the Commission from acting on non-agenda items. 5. UNFINISHED BUSINESS - None. 6. NEW BUSINESS 6.1 Multilingual Community Outreach Program Update. Recommendation: The Community Outreach Coordinator will provide an update on the program and respond to questions from the Commission. No action will be taken on this item. 6.2 Development of the Human Relations Commission Work Plan for Fiscal Year 2017-18. Recommendation: Staff will provide a work plan status update for Fiscal Year 2016-17, and the Commission will discuss and consider projects and tasks for the proposed Fiscal Year 2017-18 work plan.
