500 Castro Street City of Mountain View Minutes Human Relations Commission Commissioners Batton, Bonte, Isger, Malik, Sharma, Vice Chair Solomon, and Chair Boer Thursday, March 1, 2018 6:30 PM Council Chambers - 500 Castro Street 1. CALL TO ORDER Chair Boer called the meeting to order at 6:31 p.m. 2. ROLL CALL Commissioner Malik joined the meeting at 6:37 p.m. Present 7- Commissioner Linda Batton, Commissioner Serge Bonte, Commissioner Nicole Isger, Commissioner Aila Malik, Commissioner Arti Sharma, Vice Chair Julie Solomon, and Chairperson Kevin Boer 3. MINUTES APPROVAL 3.1 Minutes approval for February 1, 2018. Motion - M/S - Bonte/Batton - Minutes for the Feburary 1, 2018 meeting were approved without modification. Yes: 6- Commissioner Batton, Commissioner Bonte, Commissioner Isger, Commissioner Sharma, Vice Chair Solomon, and Chairperson Boer Absent: 1- Commissioner Malik 4. ORAL COMMUNICATIONS FROM THE PUBLIC Speaking from the floor, expressions of concern, support, and recommendations were received from: Ms. Sally Fox 5. NEW BUSINESS 5.1 Funding recommendations for Fiscal Year 2018-19 CDBG and HOME Capital Project Funding Requests. Associate Planner Yesenia Jimenez gave a staff report on the guidelines for use of CDBG and HOME funds, summarized the applications, and provided direction for public hearing protocols. CDBG/HOME Applicants commented on their proposals. Motion - M/S - To recommend to City Council to approve staff's recommendation for the allocation of $332,000 of CDBG funding, allocating $20,000 to Rebuilding Together Peninsula for the Safe At Home Project, $120,000 to Hope’s Corner Inc. City of Mountain View Page 1 Human Relations Commission Minutes March 1, 2018 for the Removal of Architectural Barriers Project, and $192,000 to MidPen Housing for the New Units at Shorebreeze Apartments Project, and an allocation of $171,000 of HOME funding to MidPen Housing for the New Units at Shorebreeze Apartments Project. If additional CDBG funds become available in any amount, the Commission recommends that funding be made available to Rebuilding Together Peninsula, Hope’s Corner Inc., and MidPen Housing. Yes: 6- Commissioner Batton, Commissioner Bonte, Commissioner Isger, Commissioner Malik, Commissioner Sharma, and Vice Chair Solomon No: 1- Chairperson Boer 6. COMMISSION/STAFF ANNOUNCEMENTS, UPDATES, REQUESTS, AND COMMITTEE REPORTS Vice Chair Solomon announced that information on the LGBTQ+ survey for Mountain View residents who identify as LGBTQ+, has been made available in the Council Chambers. Interested residents can also take the survey online. Commissioner Bonte announced that the City Council changed the membership requirements for some Advisory Boards at the February 27, 2018, City Council meeting, and that he attended the "Waking Dream" documentary event. Assistant to the City Manager Gilmore announced the Civility Roundtable event, scheduled for March 7, 2018 at 6:30 p.m. at the Mountain View Center for the Performing Arts. The subject is "Free Speech: How far is too far?". 7. ADJOURNMENT At 8:22 p.m., Chair Boer adjourned the meeting to the Human Relations Commission Civility Roundtable meeting to be held on March 7, 2018, at the Mountain View Center for the Performing Arts, 500 Castro Street. Recommendation: Minutes for the February 1, 2018, meeting have been delivered to the Commissioners and a copy posted to the City Hall bulletin board. ORAL COMMUNICATIONS FROM THE PUBLIC This portion of the meeting is reserved for persons wishing to address the Commission on any matter not on the agenda. Speakers are limited to three minutes. State law prohibits the Commission from acting on non-agenda items. 5. NEW BUSINESS 5.1 Funding recommendations for Fiscal Year 2018-19 CDBG and HOME Capital Project Funding Requests. Recommendation: The Human Relations Commission (HRC) will hold a public hearing to hear presentations from agencies seeking Community Development Block Grant (CDBG) and the Home Investment Partnerships Program (HOME) Fiscal Year (FY) 2018-19 funding and make funding recommendations for City Council consideration. Action may be taken on this item.
