City of Mountain View Minutes Human Relations Commission Commissioners Batton, Romero, Stone, Sylvester, Vice Chair Sharma and Chair Solomon Thursday, January 3, 2019 6:30 PM Plaza Conference Room 1. CALL TO ORDER Vice Chair Solomon called the meeting to order at 6:30 p.m. 2. ROLL CALL Present 6- Commissioner Linda Batton, Commissioner Arti Sharma, Commissioner Lori Stone, Vice Chair IdaRose Sylvester, Chair Julie Solomon and Commissioner Fernando Romero Absent 1- Commissioner Nicole Isger 3. MINUTES APPROVAL 3.1 Minutes approval for November 1, 2018 Motion - M/S - Batton/Sharma - Minutes for the November 1, 2018 meeting were approved with the following modification: Item 8. Adjournment - Chair Boer adjourned the meeting to the Human Relations Commission meeting to be held on January 3, 2019, in the Plaza Conference Room, located at City Hall, 500 Castro Street. Yes: 4- Commissioner Batton, Commissioner Sharma, Vice Chair Sylvester and Chair Solomon Absent: 1- Commissioner Isger Abstain: 2- Commissioner Stone and Commissioner Romero 4. ORAL COMMUNICATIONS FROM THE PUBLIC None. 5. UNFINISHED BUSINESS 5.1 Civility Roundtable Subcommittee Update Commissioner Sylvester provided a status update and recommendations for the planning of the Civility Roundtable on April 6, 2019. Motion - M/S - Sharma/Stone - Approve the Subcommittee's recommendation to have the League of Women Voters facilitate the Civil Discourse Civility Rountable. Motion - M/S - Batton/Sylvester - Approve the Subcommittee's recommendation to focus City of Mountain View Page 1 Human Relations Commission Minutes January 3, 2019 the event's training topic on vehicle dwelling/homelessness. Yes: 6- Commissioner Batton, Commissioner Sharma, Commissioner Stone, Vice Chair Sylvester, Chair Solomon and Commissioner Romero Absent: 1- Commissioner Isger 5.2 Immigrant Resources Needs and Assets Assessment Subcommittee Update Note: Item 5.2 was taken out of agenda order. Vice Chair Solomon and Commissioner Batton provided an oral update on the status of the Immigrant Resources Needs and Assets Assessment. 5.3 Midyear Work Plan Review Assistant to the City Manager Gilmore lead the Commission in a review of the status of the FY 2018-19 work plan, the meeting tentative agenda, and the remaining HRC activities during the rest of the fiscal year. 6. NEW BUSINESS 6.1 Fiscal Year (FY) 2019-20 CDBG and HOME Funding Cycle Note: Item 6.1 was taken out of agenda order. Housing and Neighborhood Services Manager Tim Wong gave the presentation. 6.2 Election of Commission Chair Motion - M/S - Sylvster/Batton - To elect Vice Chair Solomon to serve as the HRC Chair in 2019. Yes: 6- Commissioner Batton, Commissioner Sharma, Commissioner Stone, Vice Chair Sylvester, Chair Solomon and Commissioner Romero Absent: 1- Commissioner Isger 6.3 Election of Commission Vice-Chair Motion - M/S - Batton/Romero - To elect Commissioner Sharma as Vice Chair, serving a six month term from January 3 - June 30, 2019 and to elect Commissioner Sylvester as Vice Chair serving a six month term from July 1 - December 30, 2019. Yes: 6- Commissioner Batton, Commissioner Sharma, Commissioner Stone, Vice Chair Sylvester, Chair Solomon and Commissioner Romero Absent: 1- Commissioner Isger 6.4 Subcommittee Appointments The following subcommittee appointments were made: Civility Roundtable: Commissioners Sylvester and Stone Immigrant Resources Needs and Assets Assessment: Commissioners Batton and City of Mountain View Page 2 Human Relations Commission Minutes January 3, 2019 Romero, and Chair Solomon Multicultural Festival: No changes were made. 7. COMMISSION/STAFF ANNOUNCEMENTS, UPDATES, REQUESTS, AND COMMITTEE REPORTS Assistant to the City Manager Gilmore made the following announcements: The Multicultural Festival is scheduled for Saturday, March 30, 2019 from 11-2 pm on the Civic Center Plaza. Applications are available online for the 2019 Spanish Language Civic Leadership Academy at www.mountainview.gov/Civico. The deadline to submit applications is February 22, 2019. Assistant City Manager Ramberg announced that the City Council will hold a study session on the Vision Zero Policy on January 15 that will include an analysis of human rights impacts. Commissioner Sylvester and Chair Solomon attended the Human Rights Day event organized by the Santa Clara County Human Relations Commission. Chair Solomon attended a screening of "Gen Silent" at El Camino Hospital. Commissioner Sylvester announced that the Santa Clara County Human Relations Commission is organizing an event for Human Relations Commissions in the County to convene. Commissioner Sylvester recommended the Commission consider discussing adding a work item related to addressing human trafficking on a future Commission work plan. 8. ADJOURNMENT At 8:51 p.m., Chair Solomon adjourned the meeting to the Human Relations Commission meeting to be held on February 7, 2019, in the Council Chambers, located at City Hall, 500 Castro Street. ORAL COMMUNICATIONS FROM THE PUBLIC This portion of the meeting is reserved for persons wishing to address the Commission on any matter not on the agenda. Speakers are limited to three minutes. State law prohibits the Commission from acting on non-agenda items. 5. UNFINISHED BUSINESS 5.1 Civility Roundtable Subcommittee Update Recommendation: The Subcommittee will present an oral update. Action may be taken on this item. 5.2 Immigrant Resources Needs and Assets Assessment Subcommittee Update Recommendation: The Subcommittee will present an oral update. Action may be taken on this item. 5.3 Midyear Work Plan Review Recommendation: Review the work plan for FY 2018-19, meeting tentative agenda calendar, and discuss HRC activities for the rest of the fiscal year. NEW BUSINESS 6.2 Election of Commission Chair Recommendation: The HRC Chair is responsible for working with staff to set the agenda and meeting management for 2019. 6.3 Election of Commission Vice-Chair Recommendation: The HRC Vice Chair is responsible for supporting the Chair and serving in the Chair role in the event of an absence. The Chair-elect will accept nominations for the role of Vice Chair for 2019. 6.1 Fiscal Year (FY) 2019-20 CDBG and HOME Funding Cycle Recommendation: The Commission will receive a presentation about the Community Development Block Grant (CDBG) and Home Investment Partnership Program (HOME) Fiscal Year (FY) 2019-20 funding cycle and public hearing schedule. No action will be taken on this item. Attachments: Staff Report 6.4 Subcommittee Appointments Recommendation: The Commission will consider new appointments to the Civility Roundtable (CRT), the Immigrant Resources Needs and Assets Assessment, and the Multicultural Festival subcommittes. Action may be taken on this item. 7. COMMISSION/STAFF ANNOUNCEMENTS, UPDATES, REQUESTS, AND COMMITTEE REPORTS No action will be taken on any questions raised by the Commission at this time. 8.
