CALL TO ORDER Chair Fenwick called the meeting to order at 6:34 p.m. 2. ROLL CALL Present 5- Committee Member Kalyanaraman Shankari, Committee Member Theron Tock, Vice Chair Greg Unangst, Chair Marc Roddin, and Committee Member Valerie Fenwick 3. ORAL COMMUNICATIONS FROM THE PUBLIC John Cordes introduced himself to the B/PAC as the Silicon Valley Bicycle Coalition's Santa Clara County advocate and a Chair of the Sunnyvale B/PAC. He also requested an update on the East Whisman Precise Plan, especially in regards to the Maude/237 interchange. He also offered advocacy training. 4. MINUTES APPROVAL 4.1 Minutes Approval B/PAC Minutes 11-28-2018 Motion - M/S - Roddin/Shankari - To: Approve the B/PAC Meeting Minutes of November 28, 2018. The motion carried by the following vote: Yes: 5- Committee Member Shankari, Committee Member Tock, Vice Chair Unangst, Chair Roddin, and Committee Member Fenwick 5. UNFINISHED BUSINESS-None. 6. NEW BUSINESS 6.1 Election of Chair and Vice Chair Staff Memo ATT 1 - B/PAC Bylaws Committee Member Unangst nominated Marc Roddin as Chair. Motion - M/S - Unangst/Shankari - To: Approve Marc Roddin as Chair for the 2019 calendar year. The motion carried by the following vote: Yes: 5- Committee Member Shankari, Committee Member Tock, Vice Chair Unangst, Chair Roddin, and Committee Member Fenwick Chair Roddin nominated Greg Unangst as Vice Chair. Committee Member Tock seconded the nomination. Motion - M/S - Roddin/Tock - To: Approve Greg Unangst as Vice Chair for the 2019 calendar year. The motion carried by the following vote: Yes: 5 - Committee Member Fenwick, Committee Member Shankari, Committee Member Tock, Committee Member Unangst, and Chair Roddin 6.2 Safe Moves Report Staff Memo ATT 1 - Safe Moves Final Report, 2016-17 City staff and Safe Moves staff gave a presentation on the federally funded Safe Moves program and program evaluation data; and, highlighted considerations in need of discussion regarding the future of the Safe Routes to School program in Mountain View. Comments from the public: John Cordes noted that the Public Safety Department in Sunnyvale funds crossing guards. Comments from the B/PAC: It is critical that Safe Routes to School programming continue in Mountain View. The $46,000 allocated currently is not very much to work with and they suggested that Council should consider allocating more funds to the effort, which should be a multi-pronged effort involving the CIP, data analysis, up to date maps, and both education and encouragement programs. The goals of the program need to be focused to make the most of existing resources, and safety needs to be the primary focus. Parent participation and awareness of events increase student participation and mode share shifts, especially for younger grades. Walking should be the target for younger children, and bicycling for middle and high school students. Some consideration could be given to establishing a donation based MV education foundation or fund for safety education. How the data is presented needs to reflect City of Mountain View Page 2 Bicycle/Pedestrian Advisory Committee MEETING MINUTES - Final 1/30/2019 limitations of the data. As possible, efforts should influence infrastructure improvements and vice versa. Bike rodeos and bike to school trains/pools should remain key activities. 6.3 Fiscal Year 2018-19 Bicycle/Pedestrian Advisory Committee Work Plan B/PAC Work Plan ATT 1 - B/PAC Tentative Agenda List The Committee reviewed the Fiscal Year 2018-19 Work Plan and provided updates on recent and upcoming activities. 6.4 Valley Transportation Authority (VTA) Bicycle & Pedestrian Advisory Committee (BPAC) Update Committee Member Unangst reported that the last two VTA Bicycle & Pedestrian Advisory Committee meetings were cancelled. Comments from the public: John Cordes shared that VTA recently held an event to share that Measure B funds are no longer at threat in court. 7. COMMITTEE/STAFF ANNOUNCEMENTS, UPDATES, REQUESTS, AND COMMITTEE REPORTS 7.1. Staff Comments Staff announced a February 13th community meeting for the City Code update to rules for operation of bicycles and transportation devices in the public right of way, as well as a February 20th community meeting for the Mountain View Transit Center Grade Separation & Access Project. 7.2. Committee Comments Committee Member Fenwick shared about bicycle improvements she observed in London, including bicycle/pedestrian priority streets. Committee Member Tock observed that speed feedback signs have been placed near the intersection of El Monte Ave. and Marich Way. Chair Roddin stated he will be out of town and absent for the February 27th meeting. 8. SET DATE AND TIME FOR NEXT MEETING Wednesday, January 30, 2019 B/PAC Meeting at 6:30 p.m. 9.
