SPECIAL MEETING
1. CALL TO ORDER
Chair Solomon called the meeting to order at 6:33 pm.
2. ROLL CALL
Present 5- Commissioner Linda Batton, Commissioner Fernando Romero, Commissioner Lori
Stone, Commissioner IdaRose Sylvester and Chair Julie Solomon
Absent 1- Vice Chair Arti Sharma
3. MINUTES APPROVAL
Minutes approval for March 7, 2019
Motion - M/S - Batton/Romero - Minutes for the March 7, 2019, meeting were approved
with the following modifications:
Item 3.1 - Chair Solomon attended the City of Palo Alto Human Relations Commission
meeting on January 10.
Item 7.1 - Chair Solomon announced that the City of Palo Alto HRC will hold a LGBTQ
Working Summit on March 11 at 6 pm.

5. UNFINISHED BUSINESS

6. NEW BUSINESS
6.1 Provide Advisory Body Input on Fiscal Year (FY) 2019-20 through
Fiscal Year 2020-21 City Council Major Goals Work Plan - Council
Suggested Projects
Assistant to the City Manager/Chief Operating Officer Ramberg gave a staff presentation
on the Fiscal Year 2019-21 City Council Major Goals Work Plan suggested projects.
After dialogue and discussion, the Commission voted to recommend the following
suggested projects for City Council consideration:

Goal I: Promote strategies to protect vulnerable populations and preserve the
socioeconomic and cultural diversity of the community.
1.2 Develop and consider a wage theft ordinance
1.9 Have a study session on displacement and net loss and develop a work plan for any
desired follow up actions
1.12 Declare a housing emergency and pilot more flexible safe parking projects in
Mountain View and regionally in cooperation with the County, community colleagues, and
the private sector
Goal II: Improve the quantity, diversity, and affordability of housing with an added focus
on middle income and ownership opportunities.
2.2 Develop strategies for middle-income persons to afford different housing types
2.6 Identify organizations that could partner with the City to purchase, rehab, and manage
older apartment complexes to preserve affordable housing
2.13 Examine and potential develop an ordinance that controls mobile home park space
rents
Goal III: Develop and implement comprehensive and coordinated transportation
strategies to achieve mobility, connectivity, and safety for people of all ages.
3.1 Make Mountain View a "Transportation Smart City" - Install new traffic signals and
fiber that support connected and autonomous vehicles
3.11 Develop and implement a road improvement program; work with other agencies if the
City is not responsible for the road; explore changes to the metric to Pavement Condition
Index of 80 or higher as defined by MTC
3.14 Develop / attain an app for integrated real time bus, train, shuttle information
Goal IV: Promote environmental sustainability with measurable outcomes.
4.3 Work through ESAP projects
4.5 Develop drone regulations
4.11 Consolidate and update existing plans into a comprehensive wildlife and habitat
management plan

7. COMMISSION/STAFF ANNOUNCEMENTS, UPDATES, REQUESTS, AND COMMITTEE
REPORTS
Assistant to the City Manager Gilmore announced that the Multicultural Festival is
scheduled for Saturday, March 30 from 11 am - 2 pm on the Plaza.
Commissioner Sylvester provided and update on the Civility Roundtable event, and asked
for volunteers to assist during the Saturday, April 6 event.
Commissioners Batton, Romero, and Chair Solomon announced that the Immigrant
Needs and Assets subcommittee is finalizing the community survey.
Commissioner Sylvester attended the Santa Clara County Human Rights Commission

dinner.
Commissioner Batton attended a talk at Kepler's Books by author Laura Markham.
Chair Solomon attended the City of Palo Alto LGBTQ Working summit.
Commissioner Romero is assisting with the Resource Fair for the Spanish Language
Civic Leadership Academy.
Assistant to the City Manager Gilmore announced that the April 4 HRC meeting will be
canceled.
8. ADJOURNMENT
At 8:48 pm, Chair Solomon adjourned the meeting to the special meeting of the Human
Relations Commission on Saturday, April 6, 2019, at the Senior Center, 266 Escuela
Avenue.
