CALL TO ORDER Chair Marc Roddin called the meeting to order at 6:31 p.m. Committee member Shankari arrived at 6:33 p.m. Committee member Fenwick arrived at 6:34 p.m. 2. NEW BUSINESS City of Mountain View Page 1 Bicycle/Pedestrian Advisory Committee MEETING MINUTES - Final 3/27/2019 6.1 Capital Improvement Program Capital Improvement Program Memo.pdf ATT 1 - March 26, 2019 City Council Memo ATT 2 - DRAFT Bike Ped Projects_2019.03.27.pdf Following a staff presentation from Joy Houghton and Nancy Doan, and clarifying questions, the Committee discussed the proposed 5-year CIP for FY 2019-20 through FY 2023-24. The B/PAC discussed the CIP projects a Fiscal Year at a time, and had the following general comments and recommendations for City Council: • Projects can change as they move from design concepts presented to B/PAC to final designs accepted by City Council. More clear and thorough project descriptions would be helpful. B/PAC appreciated the CIP report layout, comprehensiveness & scale. B/PAC recommended that the City Council commit and follow through on delivering high quality bicycle/pedestrian projects. For FY 2019-20 projects, the B/PAC supported moving forward with the Stevens Creek Trail Extension, including designing the overcrossing bridge to Mountain View High School, regardless of outside funding sources. B/PAC also supported rolling forward the Shoreline / 101 Bicycle/Pedestrian Bridge project in FY 2019-20, and using bond money to fast track the project. And they supported advancing the Calderon Ave. bike lane project, to connect the recently installed Calderon Ave. bike lanes to El Camino Real, and the Shoreline/Church/Latham traffic signal replacement. K. Shankari recused herself from the latter discussion. For FY 2020-21, B/PAC was supportive of moving forward with the PMP Update to help align, coordinate, and deploy resources to address pedestrian issues in the City. B/PAC also highlighted the importance of El Monte Ave. corridor improvements to Springer Ave. and Los Altos, and the Shoreline Path project. The B/PAC is also interested in reviewing how all the projects and project elements in the Shoreline/Villa vicinity work together as part of their future Work Plan tasks. B/PAC was supportive of the FY 2021-22 projects and suggested installing more rubber curbs to advance pilot traffic calming or bikeway projects. For FY 2022-23, the B/PAC was especially supportive of the El Camino Real projects, including adding pedestrian crossings, and installing cycle tracks. B/PAC also agreed with City Council's preference for prioritizing the Mayfield undercrossing (across Central Expressway) over the recently proposed Villa undercrossing across Caltrain and Central Expressway. City of Mountain View Page 2 Bicycle/Pedestrian Advisory Committee MEETING MINUTES - Final 3/27/2019 Finally, B/PAC supported moving forward with the Castro/Moffett/ Central Intersection interim improvements; and, prioritizing a California Street Complete Street project with any discretionary funds available. The project was developed following a tragic pedestrian fatality, and commitment to the neighborhood to prioritize safety improvements. K. For B/PAC's proposed priorities for each goals, see 4.1 ATT 1 (link above to: "Revised B/PAC Project Input For Fiscal Years 2019-2- and 2021 City Council Major Goals"). 6.3 Fiscal Year 2018-19 Bicycle/Pedestrian Advisory Committee Work Plan BPAC Work Plan FY 2018-19.pdf ATT 1 - Work Plan TAL.pdf The Committee reviewed the Fiscal Year 2018-19 Work Plan and provided updates on recent and upcoming activities. 6.4 Valley Transportation Authority (VTA) Bicycle & Pedestrian Advisory Committee (BPAC) Update Vice Chair Unangst reported on items covered at the March 13th VTA BPAC meeting, including an update on Measure B programs and projects, and funding for grade separation projects in Mountain View, Palo Alto, and Sunnyvale. The VTA BPAC also reviewed the bike expenditure program. Eligible Mountain View projects include the Stevens Creek Trail extension to Mountain View High School, which will need more funds than has been currently allocated by any of the jurisdictions. 7. COMMITTEE/STAFF ANNOUNCEMENTS, UPDATES, REQUESTS, AND COMMITTEE REPORTS 7.1. Staff Comments Staff reported three Ask Mountain View requests in March. On March 26, 2019 City Council introduced the bicycle and transportation device riding ordinance with minor changes. The second reading is scheduled for April 9, 2019. If passed, the ordinance will become effective 30 days later. On March 19, 2019, City Council reviewed the Transit Center Grade Separation and Access Project, recommending the design concept that would City of Mountain View Page 3 Bicycle/Pedestrian Advisory Committee MEETING MINUTES - Final 3/27/2019 not reduce parking supply at the Adobe Building, and requesting consideration of elevators. Bike channels and staircases were also recommended. 7.2. Committee Comments B/PAC members expressed regret at Lime's withdrawal from the pilot bike share program in Mountain View. 8.
