1. CALL TO ORDER
Chair Solomon called the meeting to order at 6:30 p.m.
2. ROLL CALL
Present 5- Commissioner Kevin Ball, Commissioner Linda Batton, Commissioner Fernando
Romero, Vice Chair IdaRose Sylvester and Chair Julie Solomon
Absent 1- Commissioner Arti Sharma
3. MINUTES APPROVAL
3.1 Minutes approval for October 3, 2019
M/S Batton/Sylvester - Minutes for the October 5, 2019 meeting were approved with the
following modifications:
-Research, draft, and recommend a City policy to improve access at City Council
meetings and public hearings for people with disabilities (e.g. American Sign Language
(ASL) interpretations for Deaf residents)

Sylvester and Chair Solomon
Absent: 1- Commissioner Sharma
4. ORAL COMMUNICATIONS FROM THE PUBLIC
None.
5. UNFINISHED BUSINESS
5.1 Immigrant Resources Needs and Assets Assessment
Subcommittee Update
Commissioners Batton, Romero, and Chair Solomon provided an update. 286 survey's
were completed. The subcommittee will meet to discuss the next steps for the survey
data analysis.
5.2 Civility Roundtable (CRT) Subcommittee Update
Commissioners Ball, Batton, and Vice Chair Sylvester provided an update. The Civility
Roundtable is scheduled for Wednesday, January 22, 2020. A facilitated community
discussion will be held on the topic of Unconscious Bias and Racism.

5.3 Safe Parking Outreach Subcommittee
Commissioners Ball, Romero, and Vice Chair Sylvester provided an update. The
subcommittee has met twice with staff to receive a program overview and outreach
materials. Safe parking outreach events are scheduled for November 15, and November
23, at the VTA lot.

6. NEW BUSINESS

7. COMMISSION/STAFF ANNOUNCEMENTS, UPDATES, REQUESTS, AND COMMITTEE
REPORTS
Vice Chair Sylvester announced that a memorial service will be held for community
organizer Dr. Mike Fischetti on November 23, at 1 p.m. at the Los Altos Methodist
Church.
Vice Chair Sylvester announced that a Veterans Day event will be held on Monday,
November 11, at 11 a.m. at Eagle Park.
Chair Solomon attended the Council Neighborhood Committee (CNC) meeting held for
the Springer/Cuesta/Phyllis Neighborhood Area on October 10.
Commissioner Romero shared that many of the Mountain View residents who speak an
indigenous dialect from Oaxaca, Mexico are comfortable with completing the 2020
Census in Spanish.
Chair Solomon, Vice Chair Sylvester, and Commissioner Batton attended the Celebration
of Service event held on October 28.
Assistant to the City Manager Gilmore shared the following updates:
-The City Council will make Advisory Body appointments on November 18.
-The 2020 Chair and Vice-Chair nomination process will be held during the December 5
HRC meeting. Any Commissioner may nominate themselves or a fellow Commissioner
to serve as Chair or Vice Chair for 2020.
-The January 2, 2020, HRC meeting will be canceled due to the New Year's holiday and
the Civility Roundtable event scheduled on January 22.
8. ADJOURNMENT
At 7:42 p.m., Chair Solomon adjourned the meeting to the regular meeting of the Human
Relations Commission to be held on Thursday, December 5, 2019, in the Plaza
Conference Room, located at City Hall, 500 Castro Street.
