1. CALL TO ORDER
Chair Sylvester called the meeting to order at 6:32 p.m.
2. ROLL CALL
Commissioner Romero joined the meeting at 6:35 p.m.

3. MINUTES APPROVAL
3.1 Minutes approval for September 3, 2020
M/S - Solomon/Lin - Minutes for the October 1, 2020, meeting were approved with no
modifications.

4. ORAL COMMUNICATIONS FROM THE PUBLIC
None.
5. UNFINISHED BUSINESS
5.1 Immigrant Resources Needs and Assets Subcommittee
Commissioners Solomon, Romero, and Vice Chair Batton provided an update on the
status of the Immigrant Resources Needs and Assets assessment. The subcommittee
will present the needs assessment findings and recommendations to the commission at
its December meeting.
5.2 Community-Police Relations Subcommittee
Chair Sylvester and Commissioners Lin and Solomon provided an update on the status of
the work of the Community-Police Relations Subcommittee. A community meeting will be
held on November 9 to report out themes from the listening forums on community
policing.
5.3 Civility Roundtable Subcommittee
Chair Sylvester, Vice Chair Batton, and Commissioner Ball provided an update on the

status of the planning for the next Civility Roundtable. A Civility Roundtable on
Unconscious Bias has been scheduled for December 2.
5.4 Safe Parking Subcommittee Update
Chair Sylvester and Commissioners Lin and Romero provided an update of the Safe
Parking Subcommittee.
6. NEW BUSINESS
None.
7. COMMISSION/STAFF ANNOUNCEMENTS, UPDATES, REQUESTS, AND COMMITTEE
REPORTS
Assistant City Manager Ramberg announced that the Council Ad-Hoc Subcommittee on
Race, Equity, and Inclusion will hold their next meeting on October 5, at 5 pm.
Assistant to the City Manager Gilmore announced that the Library will hold an event on
the Neuroscience of Implicit Bias on October 22 and 29.
Assistant to the City Manager Gilmore announced the two upcoming dates for the Council
Neighborhood Committee will be held on October 15 and October 29 from 4-6 pm.
Chair Sylvester announced that the application deadline for Advisory Body vacancies is
on October 2.
8. ADJOURNMENT
Chair Sylvester adjourned the meeting at 7:46 pm.

This meeting will be conducted in accordance with State of California Executive Order
N-29-20, dated March 17, 2020. All members of the Human Relations Commission will
participate in the meeting by video conference, with no physical meeting location.
Members of the public wishing to comment on an item on the agenda may do so in the

will be forwarded to the Human Relations Commission. Please identify the Agenda Item

Recommendation: Minutes for the September 3, 2020, regular meeting have been
delivered to the Commissioners and a copy posted to the City Hall
bulletin board. If there are no corrections or additions, a motion is in
order to approve these minutes.

4. ORAL COMMUNICATIONS FROM THE PUBLIC
This portion of the meeting is reserved for persons wishing to address the Commission
on any matter not on the agenda. Speakers are allowed to speak on any topic for up to
three minutes during this section. If there appears to be a large number of speakers,
speaking time may be reduced to no less than 1.5 minutes. State law prohibits the
Commission from acting on nonagenda items.

ADDRESSING THE COMMISSION:
Interested persons are entitled to speak on any item on the agenda and should make their interest known to the Chair.
Anyone wishing to address the Commission on a nonagenda item may do so during the Oral Communications portion of
the agenda. Speakers are allowed to speak one time on any number of topics for up to three minutes.
An individual speaker shall have up to 3 minutes to address the Commission. For any agenda item or for Oral
Communications on nonagenda items, if there appears to be a large number of speakers, the Chair may reduce speaking
time to no less than 1.5 minutes per speaker unless there is an objection from Commission by majority vote.
Pursuant to Government Code Section 54954.3(b)(1), at least twice the allotted speaking time will be provided to a
member of the public who utilizes a translator.
