City of Mountain View Minutes Human Relations Commission Thursday, November 5, 2020 6:30 PM Video Conference with no Physical Meeting Location 1. CALL TO ORDER Chair Sylvester called the meeting to order at 6:32 p.m. 2. ROLL CALL Commissioner Romero joined the meeting at 6:44 p.m Present 7- Commissioner Kevin Ball, Commissioner Annette Lin, Commissioner Annette Lin, Commissioner Fernando Romero, Commissioner Julie Solomon, Vice Chair Linda Batton, and Chair IdaRose Sylvester 3. MINUTES APPROVAL 3.1 Minutes approval for October 1, 2020 M/S - Ball/Batton - Minutes for the November 5, 2020, meeting were approved with no modifications. Yes: 6- Commissioner Ball, Commissioner Lin, Commissioner Romero, Commissioner Solomon, Vice Chair Batton, and Chair Sylvester 4. ORAL COMMUNICATIONS FROM THE PUBLIC None. 5. UNFINISHED BUSINESS 5.1 Immigrant Resources Needs and Assets Subcommittee Commissioners Solomon and Romero and Vice Chair Batton provided an update on the status of the Immigrant Resources Needs and Assets subcommittee. 5.2 Community-Police Relations Subcommittee Chair Sylvester, Commissioners Lin and Solomon, and Assistant City Manager Ramberg provided an update on the status of the work of the Community-Police Relations Subcommittee. A community meeting to report out on the themes from the listening forums on community policing has been rescheduled to November 18. 5.3 Civility Roundtable Subcommittee Chair Sylvester, Vice Chair Batton, and Commissioner Ball provided an update on the status of the Civility Roundtable on Unconscious Bias. City of Mountain View Page 1 Human Relations Commission Minutes November 5, 2020 5.4 Safe Parking Subcommittee Update Chair Sylvester and Commissioners Lin and Romero provided an update of the Safe Parking Subcommittee. Speaking from the floor, expressions of concern, support, and recommendations were received from: Sabah Munawar 6. NEW BUSINESS None. 7. COMMISSION/STAFF ANNOUNCEMENTS, UPDATES, REQUESTS, AND COMMITTEE REPORTS Assistant to the City Manager Gilmore announced the dates for the next two CNC meetings in November. Assistant City Manager Ramberg announced that the City Council approved the Advisory Body Work Plan for Fiscal Year 2020-21 at their October 11 City Council meeting. Commissioner Solomon announced she attended the October 15 Grant/Sylvan Neighborhood CNC meeting. Chair Sylvester announced she has been invited to attend the November 18 Senior Advisory Committee meeting to share about the HRC. 8. City of Mountain View Agenda Human Relations Commission Thursday, November 5, 2020 6:30 PM Video Conference with no Physical Meeting Location This meeting will be conducted in accordance with State of California Executive Order N-29-20, dated March 17, 2020. All members of the Human Relations Commission will participate in the meeting by video conference, with no physical meeting location. Members of the public wishing to comment on an item on the agenda may do so in the following ways: 1. Email comments to hrc@mountainview.gov by 5:00 p.m. on the meeting date. Emails will be forwarded to the Human Relations Commission. Please identify the Agenda Item number in the subject line of your email. 2. ORAL COMMUNICATIONS FROM THE PUBLIC This portion of the meeting is reserved for persons wishing to address the Commission on any matter not on the agenda. Speakers are allowed to speak on any topic for up to three minutes during this section. If there appears to be a large number of speakers, speaking time may be reduced to no less than 1.5 minutes. State law prohibits the Commission from acting on nonagenda items. 5. UNFINISHED BUSINESS 5.1 Immigrant Resources Needs and Assets Subcommittee Recommendation: The Immigrant Resources Needs and Assets Subcommittee will provide an oral update. No action will be taken on this item. 5.2 Community-Police Relations Subcommittee Recommendation: The Community-Police Relations Subcommittee will provide an oral update. NEW BUSINESS 7. COMMISSION/STAFF ANNOUNCEMENTS, UPDATES, REQUESTS, AND COMMITTEE REPORTS No action will be taken on any questions raised by the Commission at this time. 8. Anyone wishing to address the Commission on a nonagenda item may do so during the Oral Communications portion of the agenda. Speakers are allowed to speak one time on any number of topics for up to three minutes. An individual speaker shall have up to 3 minutes to address the Commission. For any agenda item or for Oral Communications on nonagenda items, if there appears to be a large number of speakers, the Chair may reduce speaking time to no less than 1.5 minutes per speaker unless there is an objection from Commission by majority vote. Pursuant to Government Code Section 54954.3(b)(1), at least twice the allotted speaking time will be provided to a member of the public who utilizes a translator.
