Thursday, December 3, 2020 6:30 PM Video Conference with no Physical Meeting Location
1. CALL TO ORDER
Chair Sylvester called the meeting to order at 6:34 p.m.
2. ROLL CALL
Commissioner Ball joined the meeting at 6:50 pm.

3. MINUTES APPROVAL
3.1 Minutes approval for November 5, 2020
M/S - Solomon/Batton - Minutes for the November 5, 2020, meeting were approved with
no modifications.
Yes: 5- Commissioner Lin, Commissioner Romero, Commissioner Solomon, Vice Chair
Batton, and Chair Sylvester
Absent: 1- Commissioner Ball
4. ORAL COMMUNICATIONS FROM THE PUBLIC
None.
5. UNFINISHED BUSINESS
5.1 Immigrant Resources Needs and Assets Subcommittee
Commissioners Solomon and Romero and Vice Chair Batton presented the results of the
immigrant needs and assets survey and presented the preliminary recommendations.
The subcommittee will return to the Commission at its January meeting with edits to the
preliminary recommendations.
5.2 Community-Police Relations Subcommittee
Chair Sylvester, Commissioners Lin and Solomon, and Assistant City Manager Ramberg
provided an update on the status of the work of the Community-Police Relations
Subcommittee. A report was presented to the City Council with top level findings and
recommendations for next steps on December 2.

5.3 Civility Roundtable Subcommittee
Chair Sylvester, Vice Chair Batton, and Commissioner Ball provided an update on the
status of the Civility Roundtable on Unconscious Bias. The event was held on December
2 with 59 attendees.
5.4 Safe Parking Subcommittee Update
Chair Sylvester and Commissioners Lin and Romero provided an update of the Safe
Parking Subcommittee.
6. NEW BUSINESS
None.
7. COMMISSION/STAFF ANNOUNCEMENTS, UPDATES, REQUESTS, AND COMMITTEE
REPORTS
Chair Sylvester shared that she met with the Senior Advisory Commission and confirmed
that the Council will be making Advisory Body appointments at its December 8 meeting.
8. ADJOURNMENT
Chair Sylvester adjourned the meeting at 9:09 pm.

This meeting will be conducted in accordance with State of California Executive Order
N-29-20, dated March 17, 2020. All members of the Environmental Planning Commission
will participate in the meeting by video conference, with no physical meeting location.
Members of the public wishing to comment on an item on the agenda may do so in the
following ways:
1. Email comments to hrcc@mountainview.gov by 5:00 p.m. on the meeting date. Emails
will be forwarded to the Human Relations Commission. Please identify the Agenda Item
number in the subject line of your email. Emails received after 5:00 p.m. will be entered
into the record for the meeting.

Recommendation: Minutes for the November 5, 2020, regular meeting have been
delivered to the Commissioners and a copy posted to the City Hall
bulletin board. If there are no corrections or additions, a motion is in
order to approve these minutes.

4. ORAL COMMUNICATIONS FROM THE PUBLIC
This portion of the meeting is reserved for persons wishing to address the Commission
on any matter not on the agenda. Speakers are allowed to speak on any topic for up to
three minutes during this section. If there appears to be a large number of speakers,
speaking time may be reduced to no less than 1.5 minutes. State law prohibits the
Commission from acting on nonagenda items.
5. UNFINISHED BUSINESS
5.1 Immigrant Resources Needs and Assets Subcommittee
Recommendation: The Immigrant Resources Needs and Assets Subcommittee will
present the results of the immigrant needs and assets survey and

ADDRESSING THE COMMISSION:
Interested persons are entitled to speak on any item on the agenda and should make their interest known to the Chair.
Anyone wishing to address the Commission on a nonagenda item may do so during the Oral Communications portion of
the agenda. Speakers are allowed to speak one time on any number of topics for up to three minutes.
An individual speaker shall have up to 3 minutes to address the Commission. For any agenda item or for Oral
Communications on nonagenda items, if there appears to be a large number of speakers, the Chair may reduce speaking
time to no less than 1.5 minutes per speaker unless there is an objection from Commission by majority vote.
Pursuant to Government Code Section 54954.3(b)(1), at least twice the allotted speaking time will be provided to a
member of the public who utilizes a translator.
