1. CALL TO ORDER
Chair Sylvester called the meeting to order at 6:34 p.m.
2. ROLL CALL
Vice Chair Romero joined the meeting at 6:47 p.m.

3. MINUTES APPROVAL
3.1 Minutes approval for March 4, 2021
M/S - Sylvester/Solomon - Minutes for the March 4, 2021, regular meeting were approved
with no modifications.

Absent: 1- Vice Chair Romero
4. ORAL COMMUNICATIONS FROM THE PUBLIC
Speaking from the floor, expressions of concern, support, and recommendations were
received from:

6. NEW BUSINESS
6.1 Advisory Body Input on the Mountain View Strategic Roadmap and
Potential Projects for Fiscal Years 2021/22 and 2022/23.
Assistant City Manager Seymour provided a presentation on the potential project list for
the Mountain View Strategic Roadmap. After dialogue and discussion, the Commission
provided input on their top 13 projects.

7. COMMISSION/STAFF ANNOUNCEMENTS, UPDATES, REQUESTS, AND COMMITTEE
REPORTS
Chair Sylvester, Vice Chair Romero, and Commission Lin provided a Safe Parking
Subcommittee update.
Chair Sylvester recognized City staff for Women's History Month, shared information
about the AAPI March/Rally scheduled for April 11, and shared that she attended a
CHAC Board meeting where they discussed potentially partnering with the HRC on mental
health issues.
Assistant City Manager Ramberg made the following announcements:
- A Budget 101 Workshop will be held on April 6.
- The Council Ad Hoc Subcommittee on Race, Equity, and Inclusion (REI
Subcommittee) will convene in mid-April to review local, state, and federal efforts to
address xenophobia and Anti-AAPI sentiment. A referral from the REI Subcommittee
may request the HRC's assistance with items on the REI work plan.
Chair Sylvester highlighted that the next regular meeting of the HRC will focus on
developing the FY 2021-22 work plan.
Commissioner Webb shared that he signed up to escort elderly members of the Asian
community on errands in San Francisco and Oakland and asked if there were similar
opportunities to volunteer in San Jose.

N-29-20, dated March 17, 2020. All members of the Human Relations Commission will
participate in the meeting by video conference, with no physical meeting location.
Members of the public wishing to comment on an item may do so in the following ways:

will be forwarded to the Human Relations Commission. Please identify the Agenda Item
number in the subject line of your email. All emails received will be entered into the
record for the meeting.

Recommendation: Minutes for the March 4, 2021, regular meeting have been delivered to
the Commissioners and a copy posted to the City Hall bulletin board.
If there are no corrections or additions, a motion is in order to approve
these minutes.

4. ORAL COMMUNICATIONS FROM THE PUBLIC
This portion of the meeting is reserved for persons wishing to address the Commission
on any matter not on the agenda. Speakers are limited to three minutes. State law
prohibits the Commission from acting on non-agenda items.
5. UNFINISHED BUSINESS
None.
6. NEW BUSINESS
6.1 Advisory Body Input on the Mountain View Strategic Roadmap and
Potential Projects for Fiscal Years 2021/22 and 2022/23.
Recommendation: Consider the potential project list for the Mountain View Strategic
Roadmap. Provide input on which projects are most important.
Action will be taken on this item.

large number of speakers, the Chair may reduce speaking time to no less than 1.5 minutes per speaker unless there is
an objection from the Commission by majority vote.
Pursuant to Government Code Section 54954.3(b)(1), at least twice the allotted speaking time will be provided to a
member of the public who utilizes a translator.
