1. CALL TO ORDER
Chair Sylvester called the meeting to order at 6:32 p.m.
2. ROLL CALL

3. MINUTES APPROVAL
3.1 Minutes approval for May 6, 2021
M/S - Romero/Webb - Minutes for the May 6, 2021, regular meeting were approved with
no modifications.

Commissioner Webb, Vice Chair Romero, and Chair Sylvester

4. ORAL COMMUNICATIONS FROM THE PUBLIC
None.
5. UNFINISHED BUSINESS
5.1 Fiscal Year 2021-22 Work Plan Discussion
Assistant to the City Manager Gilmore provided a presentation on the proposed potential
projects for the Fiscal Year 2021-22 work plan. After dialogue and discussion, the
Commission voted on their top projects for next fiscal year.
Speaking from the floor, expressions of concern, support, and recommendations were
received from:
-Michael Kahan
M/S - Solomon/Sylveser - Put forward for City Council consideration three items for the
Fiscal Year 2021-22 HRC Work plan:
(1) Conduct Homeless storytelling work, including focusing on all types of homelessness

and possibly culminating in a Civility Roundtable (CRT) with housing-challenged people
speaking;
(2) Organize a CRT about the Color of Law focusing on historical issues related to
housing and race; and
(3) Organize a CRT or other type of opportunity for facilitated community dialogue among
members of diverse groups about Racial Reconciliation and why it matters.

6. NEW BUSINESS
6.1 Police Department Informational Update
Item 6.1 was taken out of agenda order.
Assistant City Manager Ramberg provided opening remarks. Chief Hsiung provided an
update.
7. COMMISSION/STAFF ANNOUNCEMENTS, UPDATES, REQUESTS, AND COMMITTEE
REPORTS
Commissioner Solomon attended the CAHRO event on May 25 which included a
discussion on hate crime legislation introduced during the 2020-21 California Legislative
session. Of note, Assembly Bill 412 proposed to create a California Commission of
Human Rights.
Chair Sylvester and Vice Chair Romero provided an update on the work of the Safe
Parking Subcommittee. The Subcommittee has completed interviews with safe parking
residents and anticipates that the interviews will be published via a blog post in
September.
Assistant to the City Manager Gilmore announced that a CNC meeting will be held on
June 15 for the Moffett/Whisman Road neighborhood.
Assistant City Manager Ramberg announced that the City Council will hold a Fiscal Year
2021-22 budget hearing on June 8 and the formal adoption of the budget and the
strategic roadmap is scheduled for June 22.
8. ADJOURNMENT

N-29-20, dated March 17, 2020. All members of the Human Relations Commission will
participate in the meeting by video conference, with no physical meeting location.

will be forwarded to the Human Relations Commission. Please identify the Agenda Item

Recommendation: Minutes for the May 6, 2021, regular meeting have been delivered to
the Commissioners and a copy posted to the City Hall bulletin board.
If there are no corrections or additions, a motion is in order to approve
these minutes.

4. ORAL COMMUNICATIONS FROM THE PUBLIC
This portion of the meeting is reserved for persons wishing to address the Commission
on any matter not on the agenda. Speakers are limited to three minutes. State law
prohibits the Commission from acting on non-agenda items.
5. UNFINISHED BUSINESS
5.1 Fiscal Year 2021-22 Work Plan Discussion
Recommendation: Discuss and finalize work plan items for Fiscal Year 2021-22 to be
submitted for approval to the City Council.
Action will be taken on this item.

Recommendation: The Commission will receive an informational update from the Police
Department.

an objection from the Commission by majority vote.
Pursuant to Government Code Section 54954.3(b)(1), at least twice the allotted speaking time will be provided to a
