1. CALL TO ORDER
Chair Sylvester called the meeting to order at 6:32 p.m.
2. ROLL CALL
Vice Chair Lin joined the meeting at 6:33 p.m.

3. MINUTES APPROVAL
3.1 Minutes approval for October 7, 2021
M/S - Solomon/Sylvester - Minutes for the October 7, 2021, regular meeting were
approved with no modifications.
Yes: 5- Commissioner Ball, Commissioner Nwokidu, Commissioner Solomon,
Commissioner Webb, and Chair Sylvester
Abstain: 1- Commissioner Lin
4. ORAL COMMUNICATIONS FROM THE PUBLIC
None.
5. UNFINISHED BUSINESS
5.1 Color of Law Subcommittee
Commissioners Solomon, Webb, and Chair Sylvester provided an update. The
Subcommittee met with Michael Kahan to discuss the format and timing of the event,
using a template from an event in held 2019 as a point of reference and tentatively
looking at event dates for the first week of May 2022.
5.2 Racial Reconciliation Subcommittee
Commissioners Ball, Nwokidu, and Webb provided an update. The Subcommittee will
focus the event on the themes of healing and connection. The Subcommittee is
identifying a facilitator and is targeting an early summer 2022 event date.
5.3 Bystander Training Subcommittee

Chair Sylvester and Vice-Chair Lin provided an update. The Subcommittee is exploring
planning a Bystander Training event in 2022 with Supervisor Simitian as a co-sponsor.
6. NEW BUSINESS
None.
7. COMMISSION/STAFF ANNOUNCEMENTS, UPDATES, REQUESTS, AND COMMITTEE
REPORTS
Commissioner Ball announced that Candidly Speaking, an organization that hosts
facilitated conversations with people from different walks of life, will hold their next Zoom
event on December 16, and that he will be speaking to a local Cub Scout troop about the
mission and work of the Human Relations Commission.
Commissioner Webb announced that he continues to serve as a mentor to Afghani
refugees. His mentee is adjusting to life in the U.S. and will be enrolling in college in
Arizona.
Commissioner Solomon announced that she attended the Springer/Cuesta/Phyllis
Council Neighborhoods Committee (CNC) meeting on October 21 and that she attended
a town hall to learn about the key findings and recommendations from the LGBTQ+ Older
Adult Needs and Assets Assessment conducted by the County of Santa Clara.
Commissioner Solomon enquired about recent phishing emails some members of the
Commission received and asked if other Advisory Bodies had received similar emails.

Chair Sylvester adjourned the meeting at 7:26 p.m.

This meeting will be conducted in accordance with City of Mountain View City Council
Resolution No. 18618 in accordance with Assembly Bill 361. All members of the Human
Relations Commission will participate in the meeting by video conference, with no
physical meeting location.
Members of the public wishing to comment on an item may do so in the following ways:

will be forwarded to the Human Relations Commission. Please identify the Agenda Item
number in the subject line of your email. All emails received will be entered into the
record for the meeting.

If there are no corrections or additions, a motion is in order to approve
these minutes.

4. ORAL COMMUNICATIONS FROM THE PUBLIC
This portion of the meeting is reserved for persons wishing to address the Commission
on any matter not on the agenda. Speakers are limited to three minutes. State law

Recommendation: The Color of Law Subcommittee will present an oral update.
No action will be taken on this item.

large number of speakers, the Chair may reduce speaking time to no less than 1.5 minutes per speaker unless there is
an objection from the Commission by majority vote.
Pursuant to Government Code Section 54954.3(b)(1), at least twice the allotted speaking time will be provided to a
member of the public who utilizes a translator.
