City of Mountain View Minutes Human Relations Commission Thursday, January 6, 2022 6:30 PM Video Conference with No Physical Meeting Location 1. CALL TO ORDER Chair Sylvester called the meeting to order at 6:35 p.m. 2. ROLL CALL Commissioner Webb joined the meeting at 7:02 p.m. Present 5- Chair Annette Lin, Commissioner Nirvana Nwokidu, Commissioner Julie Solomon, Commissioner Xavier Webb, and Vice Chair IdaRose Sylvester Absent 1- Commissioner Kevin Ball 3. MINUTES APPROVAL 3.1 Minutes approval for December 2, 2021 M/S - Lin/Solomon - Minutes for the December 2, 2021, regular meeting were approved with the following modifications: 2. Roll Call - Vice Chair Lin 3. Minutes Approval - Vice Chair Lin 4. ORAL COMMUNICATIONS FROM THE PUBLIC None 5. UNFINISHED BUSINESS 5.1 Mid-Year Work Plan Review Assistant to the City Manager Gilmore reviewed the FY 2021-22 Mid-Year Work Plan and the HRC activities for the remainder of the fiscal year. 5.2 Color of Law Subcommittee Commissioners Solomon, Webb, and Chair Sylvester provided an update. The Subcommittee will meet in January to discuss the next steps for planning the event. The Senior Center has been reserved for an in-person event on May 19. 5.3 Racial Reconciliation Subcommittee Commissioners Nwokidu and Webb provided an update. The Subcommittee reported on the Candidly Speaking they attended in December and shared lessons learned and best City of Mountain View Page 1 Human Relations Commission Minutes January 6, 2022 practices that could apply to the development of a racial healing event. 5.4 Bystander Training Subcommittee The Subcommittee did not have any updates to share with the Commission. 6. NEW BUSINESS 6.1 Election of Commission Chair Vice Chair Lin was nominated to serve as the HRC Chair for 2022. Yes: 5- Chair Lin, Commissioner Nwokidu, Commissioner Solomon, Commissioner Webb, and Vice Chair Sylvester Absent: 1- Commissioner Ball 6.2 Election of Commission Vice Chair Chair Sylvester was nominated to serve as the HRC Vice Chair for 2022. Yes: 5- Chair Lin, Commissioner Nwokidu, Commissioner Solomon, Commissioner Webb, and Vice Chair Sylvester Absent: 1- Commissioner Ball 6.3 Fiscal Year 2021-22 Human Relations Commission Meeting Schedule M/S -Solomon/Nwokidu - Approve the Fiscal Year 2021-22 Human Relations meeting schedule for the remainder of the fiscal year. Yes: 5- Chair Lin, Commissioner Nwokidu, Commissioner Solomon, Commissioner Webb, and Vice Chair Sylvester Absent: 1- Commissioner Ball 7. COMMISSION/STAFF ANNOUNCEMENTS, UPDATES, REQUESTS, AND COMMITTEE REPORTS Commissioner Solomon shared that the Santa Clara County Board of Supervisors voted to explore creating a publicly owned Internet Service Provider (ISP) to serve undeserved residents and businesses in Santa Clara County at its December 14, 2021 meeting. A report to the Board is scheduled for February 2022. Commissioner Webb shared that the group of Afghani refugees he is a part of mentoring has been placed in their new homes throughout the United States. Assistant City Manager Ramberg announced that she will be temporarily staffing the Police Services Advisory Board (PSAB) and may be less available to attend HRC meetings for some time. Assistant City Manager Ramberg announced that the City Council would hold its Reorganization Ceremony on January 11 at 6:30 pm on Zoom. City of Mountain View Page 2

All members of the Human Relations Commission will participate in the meeting by video conference, with no physical meeting location. ORAL COMMUNICATIONS FROM THE PUBLIC This portion of the meeting is reserved for persons wishing to address the Commission on any matter not on the agenda. Speakers are limited to three minutes. State law prohibits the Commission from acting on non-agenda items. 5. UNFINISHED BUSINESS 5.1 Mid-Year Work Plan Review Recommendation: Review the work plan for FY 2021-22 and discuss HRC activities for the rest of the fiscal year. No action will be taken on this item. NEW BUSINESS 6.1 Election of Commission Chair Recommendation: The HRC Chair is responsible for working with staff to set the agenda and meeting management for 2022. Action may be taken on this item. 6.2 Election of Commission Vice Chair Recommendation: The HRC Vice Chair is responsible for supporting the Chair and serving in the Chair role in the event of an absence. The Chair-elect will accept nominations for the role of the Vice Chair for 2022. Action may be taken on this item. 6.3 Fiscal Year 2021-22 Human Relations Commission Meeting Schedule Recommendation: Approve the Fiscal Year 2021-22 Human Relations Commission meeting schedule for the remainder of the fiscal year. Action may be taken on this item. Attachments: Memorandum ATT1 - Council Policy K-2 7. COMMISSION/STAFF ANNOUNCEMENTS, UPDATES, REQUESTS, AND COMMITTEE REPORTS No action will be taken on any questions raised by the Commission at this time. 8. Anyone wishing to address the Commission on an item not on the agenda may do so during the Oral Communications portion of the agenda. For any agenda item or for Oral Communications on nonagenda items, if there appears to be a large number of speakers, the Chair may reduce speaking time to no less than 1.5 minutes per speaker unless there is an objection from the Commission by majority vote. Pursuant to Government Code Section 54954.3(b)(1), at least twice the allotted speaking time will be provided to a member of the public who utilizes a translator.
