MINUTES APPROVAL 3.1 Minutes approval for March 3, 2022 Recommendation: Minutes for the March 3, 2022, regular meeting have been delivered to the Commissioners and a copy posted to the City Hall bulletin board. ORAL COMMUNICATIONS FROM THE PUBLIC This portion of the meeting is reserved for persons wishing to address the Commission on any matter not on the agenda. Speakers are limited to three minutes. State law prohibits the Commission from acting on non-agenda items. 5. UNFINISHED BUSINESS 5.1 Color of Law Subcommittee Recommendation: The Color of Law Subcommittee will present an oral update. No action will be taken on this item. 5.2 Racial Reconciliation Subcommittee Recommendation: The Racial Reconciliation Subcommittee will present an oral update. No action will be taken on this item. 5.3 Multicultural Festival Subcommittee Recommendation: The Multicultural Festival Subcommittee will present an oral update. No action will be taken on this item. 6. NEW BUSINESS 6.1 Funding Recommendations for Fiscal Year (FY) 2022-23 Annual Action Plan Recommendation: 1. Recommend and forward to the City Council the Fiscal Year 2022-23 Annual City of Mountain View Page 2 Printed on 4/1/2022 Human Relations Commission Agenda April 7, 2022 Action Plan for Community Development Block Grant and Home Investment Partnership Program funds, as described in Attachment 1 to this memorandum. 2. Recommend an allocation of approximately $1,509,789 ($738,112 of available Community Development Block Grant, $771,677 of available Home Investment Partnership Program funds) for capital projects, including the potential acquisition and rehabilitation of the Crestview Hotel, a project that would meet various housing needs, and/or other affordable housing projects. 3. Related to Recommendation No. 2, if the actual grant amount received from the U.S. Department of Housing and Urban Development for Community Development Block Grant and Home Investment Partnership Program Federal Program Year 2022-23 is different than the estimated amount, then the amount allocated to the potential acquisition and rehabilitation of the Crestview Hotel and/or other affordable housing projects will be adjusted accordingly. Anyone wishing to address the Commission on an item not on the agenda may do so during the Oral Communications portion of the agenda. For any agenda item or for Oral Communications on nonagenda items, if there appears to be a large number of speakers, the Chair may reduce speaking time to no less than 1.5 minutes per speaker unless there is an objection from the Commission by majority vote. Pursuant to Government Code Section 54954.3(b)(1), at least twice the allotted speaking time will be provided to a member of the public who utilizes a translator.
