City of Mountain View Minutes Human Relations Commission Thursday, May 2, 2024 6:30 PM Plaza Conference Room and Video Conference, 500 Castro St., Mountain View, CA 94041 1. CALL TO ORDER Chair Nwokidu called the meeting to order at 6:32 p.m. 2. ROLL CALL Present 6 - Commissioner Joan MacDonald, Commissioner Erik Poicon, Commissioner Molly Smith, Commissioner Xavier Webb, Vice Chair IdaRose Sylvester, and Chair Nirvana Nwokidu Excused 1 - Commissioner Jocelyn Chadwell 3. MINUTES APPROVAL 4.1 Minutes Approval for April 4, 2024 M/S - Poicon/Sylvester - Minutes from the April 4, 2024 meeting were approved with modifications. 4. ORAL COMMUNICATIONS FROM THE PUBLIC None. 5. UNFINISHED BUSINESS 5.1 Storytelling Project Ad Hoc Committee Commissioner Smith provided the update. The Committee did not receive feedback on the project page and is awaiting legal review to launch the project. 5.2 Gender Civility Roundtable Ad Hoc Committee Vice Chair Sylvester provided the update. The event was held on April 18 at the Community Center. 6. NEW BUSINESS City of Mountain View Page 1 Human Relations Commission Minutes May 2, 2024 6.1 Fiscal Year 2024-25 Work Plan Development Discussion Principal Management Analyst James provided an overview of the work planning process and reviewed the status of Fiscal Year 2023-24 Work Plan projects. The Commission discussed the following potential topics and projects for consideration in the Fiscal Year 2024-25 Work Plan: - Explore LGBTQ+ collaboration with Santa Clara County - Revisit FY 21-22 History of Housing project to incorporate current events/policy - Hold listening sessions to explore and understand barriers to civic participation - Develop a project on the immigrant experience/acceptance - Organize Multicultural Festival (annual) or international fair - Host a Human Library-type event (possibly in partnership with Human Library) 7. COMMISSION/STAFF ANNOUNCEMENTS, UPDATES, REQUESTS, AND COMMITTEE REPORTS Commissioners Poicon, Webb, and Smith, Vice Chair Sylvester, and Chair Nwokidu reported attending the Multicultural Festival on Saturday, April 27, appreciated the performers, and thanked Parks and Recreation staff for organizing and supporting the event. Commissioner MacDonald recalled a program in which Theatreworks staff would host school-age children for backstage tours. Commissioner MacDonald also noted that she would like to engage the School Boards around putting a higher priority on arts and music education. Commissioner Webb acknowledged that there are world events creating concern in the community and that while the Human Relations Commission cannot take action on those issues, referring specifically to the conflict in Gaza. He expressed interest in getting in contact with organizations coordinating letter writing campaigns. Principal Management Analyst James reminded the Commission that Form 700 Statements of Economic Interest need to be filed. 8. ORAL COMMUNICATIONS FROM THE PUBLIC This portion of the meeting is reserved for persons wishing to address the Commission on any matter not on the agenda. Speakers are limited to three minutes. State law prohibits the Commission from acting on non-agenda items. 5. UNFINISHED BUSINESS 5.1 Storytelling Project Ad Hoc Committee Recommendation: The Storytelling Project Ad Hoc Committee will present an oral update. No action will be taken on this item. COMMISSION/STAFF ANNOUNCEMENTS, UPDATES, REQUESTS, AND COMMITTEE REPORTS No action will be taken on any questions raised by the Commission at this time. 8.
