Senior Center City of Mountain View 266 Escuela Aveue Minutes - Final Parks and Recreation Commission and Urban Forestry Board Commissioners Cornes, Hepfer, Wolter, Vice Chair Herbach and Chair Naegele Wednesday, November 18, 2015 7:00 PM Senior Center - 266 Escuela Avenue 1. CALL TO ORDER Chairperson Naegele called the meeting to order at 7:01 p.m. 2. ROLL CALL Present 4- Commissioner Thida Cornes, Commissioner Paul Hepfer, Vice Chair Jonathan Herbach, and Chairperson Katherine Naegele Absent 1- Commissioner Helen Wolter 3. MINUTES APPROVAL Motion - M/S Cornes/Hepfer - To approve the October 14, 2015 minutes. Motion carried by the following vote: Yes: 4- Commissioner Cornes, Commissioner Hepfer, Vice Chair Herbach, and Chairperson Naegele Absent: 1- Commissioner Wolter 4. ORAL COMMUNICATIONS FROM THE PUBLIC Five citizens spoke and presented a proposal, signed by a group of Cuesta Park residents, requesting a trial extension of off-leash hours at Bubb Park. Request is to extend weekdays and weekends from 5:00 p.m. to sunset and adding morning hours on weekends. CARI AVES DANA GLUSOVICH BILL SHINE MICHELLE WOODBRIDGE RICHARD WOOLLEY 5. NEW BUSINESS 6.1 15-302 Heritage Tree Appeal - 1328 and 1350 Nilda Avenue. Parks Section Manager Trconic gave a presentation and responded to the Commission's questions. SPEAKING FROM THE FLOOR IN SUPPORT OF THE APPEAL AND RESPONDED TO THE COMMISSION'S QUESTIONS: JINN-HWEI CHENG ANN MARIE VAN Motion - M/S Cornes/Hepfer - To deny the appeal and allow the Coast live oak tree to remain. Motion carried by the following vote: Yes: 4- Commissioner Cornes, Commissioner Hepfer, Vice Chair Herbach, and Chairperson Naegele Absent: 1- Commissioner Wolter 6.2 15-309 Integrated Pest Management Program Parks Manager Hurlburt presented a status report on the City's ongoing Integrated Pest Management Program and answered Commission's questions. 7. COMMISSION/STAFF ANNOUNCEMENTS, UPDATES, REQUESTS, AND COMMITTEE REPORTS The Community Services Director informed the Commission of the following: - Holiday Tree lighting ceremony on December 7th - Publicized of new Activity Guide - Award nomination submission for record number of registration and significant revenue for this year with the new registration system, Active Net and new Activity Guide. City of Mountain View Page 2 Parks and Recreation Commission Minutes - Final November 18, 2015 and Urban Forestry Board Commissioner Herbach questioned about the PG & E work and tree removal in Mountain View. Parks Manager informed the Commission of PG & E's proposed work and answered Commissioners questions. Commissioner Hepfer shared that the Board of Supervisors recently approved Santa Clara County to participate in AB 551, which is a state bill that will allow private land owners to classify their lands in agriculture production such as gardening or community farms. The bill will allow to avoid private residential tax rate and taxed at a agricultural rate. Commissioner Cornes requested to agendize the public proposal of extending hours of operations of Off-Leash Area at the Bubb Park that has been brought to Commission at the oral communication from the public section. Motion - M/S Cornes/Herbach - To agendize the item for a future meeting in spring, to evaluate the hours of operation at Bubb Park and other Off-Leash Areas to extend hours. Motion carried by the following vote: Yes: 4- Commissioner Cornes, Commissioner Hepfer, Vice Chair Herbach, and Chairperson Naegele Absent: 1- Commissioner Wolter 8. ADJOURNMENT At 9:16 p.m., Chair Naegele adjourned the meeting to the next Parks and Recreation Commission and Urban Forestry Board meeting to be held on Wednesday, January 13, 2016 at 7:00 p.m. at the Senior Center 266 Escuela Avenue.
