CALL TO ORDER Chairperson Herbach called the meeting to order at 7:00 p.m. 2. ROLL CALL Present 3- Commissioner Thida Cornes, Commissioner Katherine Naegele, and Chairperson Jonathan Herbach Absent 1- Vice Chair Paul Hepfer 3. MINUTES APPROVAL Motion - M/S Cornes/Naegele - To approve the October 13, 2016 minutes. The motion carried by the following vote: Yes: 3- Commissioner Cornes, Commissioner Naegele, and Chairperson Herbach Absent: 1- Vice Chair Hepfer 4. ORAL COMMUNICATIONS FROM THE PUBLIC - None 5. UNFINISHED BUSINESS - None 6. NEW BUSINESS 6.1 Update of the Recreation Financial Assistance Program Recreation Manager John Marchant presented the Update of the Recreation Financial Assistance Program and requested the Commission forward the staff recommendation to the City Council. John Marchant and Recreation Supervisor Kristine Crosby answered Commission questions. City of Mountain View Page 1 Parks and Recreation Commission Minutes - Final November 9, 2016 and Urban Forestry Board SPEAKING FROM THE FLOOR WITH EXPRESSING CONCERNS AND/OR COMMENTS: IMELDA MORENO GEORGINA REYES SONIA SEQUEIROS Motion - M/S Cornes/Herbach - To forward staff recommendation to the City Council to move from the existing FAP benefits to a two-tier program offering a 90 percent subsidy up to $500 or 75 percent subsidy with a total of $400 based on family income levels starting September 1, 2017. Commission added the following section to the staff recommendation: In addition to the above recommendation, the FAP be added to the Master Fee Schedule of the next Fiscal Year allowing future fee changes be done through City’s budget process. The motion carried by the following vote: Yes: 3- Commissioner Cornes, Commissioner Naegele, and Chairperson Herbach Absent: 1- Vice Chair Hepfer 6.2 Heritage Tree Appeal-1563 Begen Avenue Parks Section Manager Jakob Trconic presented the Heritage tree appeal on 1563 Begen Avenue and requested the Commission deny the appeal and allow the two Mexican fan palms to be removed. The motion carried by the following vote: Yes: 3- Commissioner Cornes, Commissioner Naegele, and Chairperson Herbach Absent: 1- Vice Chair Hepfer City of Mountain View Page 2 Parks and Recreation Commission Minutes - Final November 9, 2016 and Urban Forestry Board 6.3 Heritage Tree Appeal-1880 Peacock Avenue Parks Section Manager Jakob Trconic presented the Heritage tree appeal on 1880 Peacock Avenue and requested the Commission deny both appeals and allow removal of two Heritage trees and allow two Heritage trees to remain. The motion carried by the following vote: Yes: 3- Commissioner Cornes, Commissioner Naegele, and Chairperson Herbach Absent: 1- Vice Chair Hepfer 6.4 Arbor Day Event Update Parks Section Manager Jakob Trconic reviewed the Arbor Day Event with the Commision and discussed 2017 event. Trconic then solicit Commission’s input in regards to the venue change and other ideas to incorporate in to 2017 Arbor Day event. On consensus, the commission decided to keep the venue at Rengstorff Park for another year and provided additional input to capture different demographic population to 2017 Arbor Day Event. 7. COMMISSION/STAFF ANNOUNCEMENTS, UPDATES, REQUESTS, AND COMMITTEE REPORTS Community Services Director J.P. de la Montaigne highlighted the following: 1.
