Senior Center City of Mountain View 266 Escuela Aveue Minutes - Final Parks and Recreation Commission and Urban Forestry Board Wednesday, December 14, 2016 7:00 PM Senior Center - 266 Escuela Avenue 1. CALL TO ORDER Chairperson Herbach called the meeting to order at 7:00 p.m. 2. ROLL CALL Present 1- Commissioner Thida Cornes 3. MINUTES APPROVAL Motion - M/S Cornes/Naegele - To approve the November 9, 2016 minutes. The motion carried by the following vote: Yes: 4- Commissioner Cornes, Naegele, Hepfer, and Herbach 4. ORAL COMMUNICATIONS FROM THE PUBLIC Speaking from the floor advocating to protecting the Shoreline wildlife SHANI KLEINHAUS JILL MALLARN JOANNE LEWIS 5. UNFINISHED BUSINESS - None 6. NEW BUSINESS 6.1 Community Center Design, Project 15-43-Amended Heritage Tree Removal Mitigation Review the amendment to the proposed Heritage tree mitigation for Community Center Design, Project 15-43, and forward a recommendation to the City Council to approve the staff-recommended mitigation for removal of 16 Heritage trees with 2-to-1 tree replacements and planting 24” box trees. Senior Project Manager David Printy presented the amended Heritage tree removal mitigation project of the Community Center Design and requested the Commission approve staff-recommended mitigation for removal of 16 Heritage trees with 2 to 1 tree replacements. SHANI KLEINHAUS MARGARET HINEBAUGH JOANNE LEWIS KEITH WANDRY Motion - M/S Cornes/Naegele - To forward a recommendation to the City Council to approve staff-recommended mitigation for removal of 16 Heritage trees with 2-to-1 tree replacemnets and planting 24" box native and/or well adopted species. The motion carried by the following vote: Yes: 4- Commissioner Cornes, Naegele, Hepfer, and Herbach 6.2 Permanente Creek Trail Extension Feasibility Study, Project 16-36 Commissioner Herbach announced his conflict related to this item as he resides within 500 feet of the project area and recuse himself from participating in this item and left the dais. Associate Engineer Joy Houghton presented the the Permanente Creek Trail extension feasibility study report and she and Assistant Public Works Director/City Engineer Jacqueline Solomon answered Commission's questions. Commission made two motions as follows: Motion 1 - M/S Cornes/Naegele - To request staff study creative ways to obtain trails on Segment 1, West Middlefield Road to Central Expressway, where there are possible sections. In addition, request staff to work with private property owners and non-profit organizations to bring wildlife to the areas of Segments 2, 3, and 4. Also request staff look into alternatives such as Class 1 bike and pedestrian access on Segments 2, 3, and 4 where feasible. Motion 2 - M/S Cornes/Naegele - To request staff to continue looking in to feasibility of overcrossing on Central Expressway. OUTGOING COMMISSIONER THIDA CORNES Commissioner Herbach returned to the dais for the rest of the meeting Commissioner Cornes briefly touched on most of the large projects that she contributed to within the past eight years and mentioned that she learned a lot about many things. She expressed her special appreciation to staff who work hard to provide all programs and services for the community benefits. 8. COMMISSION/STAFF ANNOUNCEMENTS, UPDATES, REQUESTS, AND COMMITTEE REPORTS Community Services Director provided an update of the following events: - Tree Lighting Event - Heritage Park Opening Event - Breakfast with Santa Event - German Market - Council Approval of Ordinance Amending the Chapter 38 Regulating the use of City Trails and Updating the Financial Assistance Program Commissioner Herbach requested Commissioner Hepfer to attend upcoming Mayor's Quarterly Meeting. Commissioner Herbach also requested staff to provide an updated list of projects. Commissioner Naegele commented on Immigrant House furniture. 9. ADJOURNMENT At 8:19 p.m., the Chair adjourned the meeting to the next Parks and Recreation Commission meeting to be held on January 11, 2017 at 7:00 p.m. in the Senior Center, 266 Escuela Avenue.
