1. CALL TO ORDER
Chair Devine called the meeting to order at 7:05 p.m.
2. ROLL CALL
Present 3- Commissioner Joe Mitchner, Chair Jonathan Herbach, and Commissioner Russell
Devine
Absent 1- Commissioner Kevin Lee
3. MINUTES APPROVAL
3.1 Approval of Minutes
M/S Mitchner/Devine - To approve the September 11, 2019 minutes.

Chair Devine announced that Item 5.1 - Heritage Tree Appeal - 1859 Elsie Avenue has been
pulled from the agenda by staff and will be brought back at a later date.

5.2 Review Recreation Financial Assistance Program
Recreation Manager Kristine Crosby presented an oral report and answered the
Commission's questions.

5.3 Tree Removal and Replacement at Civic Center Plaza
Forestry & Roadway Manager Jakob Trconic presented an oral report and answered the
Commission's questions.
M/S Devine/Herbach - To approve the staff recommendation to plant a Coast Live Oak for
the Civic Center Plaza tree replacement.

5.1 Heritage Tree Appeal - 1859 Elsie Avenue
Recommendation: Deny the appeal and allow removal of the Platanus acerifolia (London
plane tree).

5.3 Tree Removal and Replacement at Civic Center Plaza
Recommendation: Receive a presentation from staff related to the removal of the tree at
Civic Center Plaza and provide input on the selection of the
replacement tree.

No action will be taken on any questions raised by the Commission at this time.
NOTICE TO THE PUBLIC
The specific location of each meeting is noted on the notice and agenda for each
meeting which is posted at least 72 hours in advance of the meeting. Special meetings
may be called as necessary by the Commission Chair and noticed at least 24 hours in
advance of the meeting.

Interested persons may review the agenda and staff reports at the City Clerk's Office,
500 Castro Street, Third Floor; 72 hours in advance of the meeting; or online at

the Parks and Recreation Commission regarding any item on this agenda will be made
available for public inspection in the Community Services Department, located at 201 S.
Rengstorff, during normal business hours and at the meeting location noted on the
agenda during the meeting.
The Commission may consider and act on items listed on the agenda in any order.
Consideration of the matters noticed herein is not limited by the recommendations
indicated herein.
