City of Mountain View Minutes - Final Parks and Recreation Commission and Urban Forestry Board Wednesday, July 8, 2020 7:00 PM Video Conference With No Physical Meeting Location This meeting was conducted in accordance with State of California Executive Order N-29-20, dated March 17, 2020. All members of the City Council participated in the meeting by video conference, with no physical meeting location. 1. CALL TO ORDER Chair Herbach called the meeting to order at 7:04 p.m. 2. ROLL CALL Present 5- Commissioner Ronit Bryant, Commissioner Steve Filios, Commissioner Russell Devine, Vice Chair Joe Mitchner, and Chair Jonathan Herbach 3. MINUTES APPROVAL 3.1 Approval of Minutes M/S Bryant/Filios - To approve the June 10, 2020 minutes. Yes: 5- Commissioner Bryant, Commissioner Filios, Commissioner Devine, Vice Chair Mitchner, and Chair Herbach 4. ORAL COMMUNICATIONS FROM THE PUBLIC - None 5. PRESENTATION 5.1 Update from Community Services Director regarding COVID-19 Response and Next Steps Community Services Director Marchant provided an update regarding COVID-19. 6. NEW BUSINESS 6.1 Heritage Tree Appeal - 99 East Middlefield Road M/S Herbach/Bryant - To defer Item 6.1 to a subsequent meeting when all parties can be present. Yes: 5- Commissioner Bryant, Commissioner Filios, Commissioner Devine, Vice Chair Mitchner, and Chair Herbach City of Mountain View Page 1 Parks and Recreation Commission Minutes - Final July 8, 2020 and Urban Forestry Board 6.2 Heritage Tree Appeal - 1866 Golden Way Forestry and Roadway Manager Jakob Trconic presented a report and answered the Commission's questions. Speaking from the floor: • Kevin Chatow M/S Bryant/Herbach - To adopt a resolution denying the appeal, upholding staff’s decision, and allowing the Magnolia grandiflora, Southern magnolia, to remain. Yes: 4- Commissioner Bryant, Commissioner Devine, Vice Chair Mitchner, and Chair Herbach No: 1- Commissioner Filios 6.3 Heritage Tree Appeal - 1950 San Ramon Avenue Forestry & Roadway Manager Jakob Trconic presented a report and answered the Commission's questions. Speaking from the floor: • Linda Wierderin • Jane Simonsei M/S Herbach/Bryant - To not make a decision tonight, and ask staff to revisit sometime this calendar year, ideally three months from now. Yes: 5- Commissioner Bryant, Commissioner Filios, Commissioner Devine, Vice Chair Mitchner, and Chair Herbach 7. COMMISSION/STAFF ANNOUNCEMENTS, UPDATES, REQUESTS, AND COMMITTEE REPORTS Community Services Director Marchant updated the Commission on the following: • Rengstorff Pool • Staffing • Future meetings Forestry and Roadway Manager Jakob Trconic updated the Commission on trees and Summer Limb Drop. 8.
