1. CALL TO ORDER
Chair Donahue called the meeting to order at 6:16p.m.

Committee Member Mirza arrived at 6:19 p.m.

3. MINUTES APPROVAL
3.1 Approval of Minutes
MOTION M/S Brewster/Wise- To:approve the minutes of the February 19, 2020 meeting.
The motion carried by the following vote:
Yes: 4- Vice Chair Brewster, Committee Member Roy, Vice Chair Wise, and Chair Donahue
Absent: 1- Committee Member Mirza
4. ORAL COMMUNICATIONS FROM THE PUBLIC
5. UNFINISHED BUSINESS
5.1 SecondStage Fee Waiver Program.
This Item was considered out of Agenda order.
The Committee requested staff to follow up with the applicant "Ekaterina Bessmeltseva"
one last time. Committee will make a final decision in the August meeting.
No action was taken.
5.2 One-Act Play Festival Subcommittee Report.
Subcommittee provided an update on the planning of next year's event.
No action was taken.
5.3 Collaborating For Arts and Humanities Month October 2020.

MOTION M/S Brewster/Wise - To approve the Performing Arts Committee Work Plan for
Fiscal Year 2020-21.
The motion carried by the following vote:

6. NEW BUSINESS
6.1 Update on COVID-19 Emergency Response and Commission Input
Regarding Next Steps for Community Resiliency
This Item was considered out of Agenda order.
Mayor Abe-Koga updated the Performing Arts Committee on the City of Mountain View's
response to the Covid-19 pandemic.
No action was taken.
7. COMMITTEE/STAFF ANNOUNCEMENTS, UPDATES, REQUESTS AND COMMITTEE
REPORTS
Executive Director, Scott Whisler, provided the Committee a status update on the
Mountain View Center for the Performing Arts response to the Covid-19 pandemic.
7.1 PAC Revenue and Expense Spreadsheet
Informational Item.
8. ADJOURNMENT
At 8:10 p.m., Chair Donahue adjourned the meeting to the next Performing Arts
Committee meeting to be held on August 19, 2020, to be held remotely via a video
conference with no physical location.

This meeting will be conducted in accordance with State of California Executive Order
N-29-20, dated March 17, 2020. All members of the Performing Arts Committee will
participate in the meeting by video conference, with no physical meeting location.
Members of the public wishing to comment on an item on the agenda may do so in the
following ways:
1. Email comments to PerformingArts@mountainview.gov by 5:00 p.m. on the meeting
date. Emails will be forwarded to the Performing Arts Committee. Please identify the
Agenda Item number in the subject line of your email. All emails received will be entered
into the record for the meeting.

3.1 Approval of Minutes
Recommendation: The Performing Arts Committee (PAC) approve the minutes of the
February 19, 2020 meeting.

4. ORAL COMMUNICATIONS FROM THE PUBLIC
This portion of the meeting is reserved for persons wishing to address the Committee on
any matter not on the agenda. Speakers are allowed to speak on any topic for up to three
minutes during this section. State law prohibits the Committee from acting on nonagenda
items.
5. UNFINISHED BUSINESS
5.1 SecondStage Fee Waiver Program.
Recommendation: Background: At the December 11, 2013 PAC meeting, the PAC
approved a SecondStage Fee Waiver Program. The PAC provided
their first fee waiver under this program at theNovember 10, 2015
meeting.
Review all currently received fee waiver applications.

5.2 One-Act Play Festival Subcommittee Report.
Recommendation: Background: The One-Act Play Subcommittees were first formed in
June 2013 and have had several successful years of productions.
PAC will be working on plans for the 2021 festival.

5.3 Collaborating For Arts and Humanities Month October 2020.
Recommendation: Background: At the May 15,2019 PAC meeting Chair Donahue
suggested PAC explore ways to collaborate with other Boards,
Commissions and Committees in organizing or sponsoring events.
Hear an update from Committee members and form a Subcommittee to
discuss further if necessary.
5.4 Grant and Fundraising Opportunities
Recommendation: Background: At the February 20, 2019 PAC meeting Committee
members requested exploring options for possible grant or fundraising
opportunities the Committee could take part in.

5.5 Art for Younger Children
Recommendation: Background: At the May 15,2019 PAC meeting Committee member
Roy requested to discuss ways to explore art and its language as used
for younger audiences. Committee member Roy suggested
collaborating with the Youth Advisory Committee if applicable.
Hear and update from the Committee members and form a
Subcommittee to discuss further if necessary.
5.6 Work Plan for Fiscal Year 2020-2021
Recommendation: Background: Each year PAC submits a Work Plan to City Council for
the following Fiscal Year.
Approve the draft work plan submitted by Staff.

6. NEW BUSINESS
6.1 Update on COVID-19 Emergency Response and Commission Input Regarding
Next Steps for Community Resiliency
Recommendation: The City will share information about the COVID-19 emergency
response efforts to-date and seek Commission input regarding
Mountain View recovery and continued resiliency. The Commission
will be asked to share their thoughts on the following questions:
1) What challenges and opportunities do you see for our community
and 2) Where could our collective efforts be focused in the months
and years ahead?

8. ADJOURNMENT
The next Performing Arts Committee meeting will be held on Wednesday August 19,
2020, at 6:15 p.m. in the Atrium Conference Room, 500 Castro Street.

Castro Street, during normal business hours and at the meeting location noted on the agenda during the meeting.
ADDRESSING THE COMMITTEE
Interested persons are entitled to speak on any item on the agenda and should make their interest known to the Chair.
Anyone wishing to address the Committee on a nonagenda item may do so during the “Oral Communications” part of the
agenda. Speakers are allowed to speak one time on any number of topics for up to three minutes.
Anyone requiring interpretation services will be afforded twice the allotted speaking time allowed for each specific item.
