City of Mountain View Minutes - Final Parks and Recreation Commission and Urban Forestry Board Wednesday, December 9, 2020 7:00 PM Video Conference with No Physical Meeting Location This meeting was conducted in accordance with State of California Executive Order N-29-20, dated March 17, 2020. All members of the Parks and Recreation Commission participated in the meeting by video conference, with no physical meeting location. 1. CALL TO ORDER Chair Herbach called the meeting to order at 7:02 p.m. 2. ROLL CALL Present 5- Commissioner Ronit Bryant, Commissioner Steve Filios, Commissioner Russell Devine, Vice Chair Joe Mitchner, and Chair Jonathan Herbach 3. MINUTES APPROVAL 3.1 Approval of Minutes M/S Mitchner/Bryant - To approve the November 18, 2020 minutes. Yes: 5- Commissioner Bryant, Commissioner Filios, Commissioner Devine, Vice Chair Mitchner, and Chair Herbach 4. ORAL COMMUNICATIONS FROM THE PUBLIC - None 5. NEW BUSINESS 5.1 Update from Community Services Director Regarding COVID-19 Response and Next Steps Community Services Director Marchant provided an update. 5.2 Heritage Tree Appeal-350 Levin Avenue Forestry & Roadway Manager Trconic provided a presentation and answered the Commission's questions. Speaking from the floor: • Merav Talmor M/S Bryant/Devine - To adopt a Resolution of the Urban Forestry Board of the City of Mountain View to deny the appeal, uphold staff's decision, and deny the removal of one Heritage Tree at 350 Levin Avenue, to be read in title only, further reading waived. Attachments: Memo ATT 1 - Application ATT 2 - Posting ATT 3 - Appeal Letter ATT 4 - Resolution 5.3 Park Land Dedication Fund and Park-Related Projects Midyear Update for Fiscal Year 2020-21 Recommendation: Receive a report and presentation from Community Services Department staff as a midyear update on the Park Land Dedication Fund and Park Land Dedication In-Lieu Fees.
