City of Mountain View Minutes - Final Parks and Recreation Commission and Urban Forestry Board Wednesday, April 28, 2021 7:00 PM Video Conference with No Physical Meeting Location This meeting was conducted in accordance with State of California Executive Order N-29-20, dated March 17, 2020. All members of the Parks and Recreation Commission participated in the meeting by video conference, with no physical meeting location. 1. CALL TO ORDER Chair Mitchner called the meeting to order at 7:00 p.m. 2. ROLL CALL Present 5- Commissioner Steve Filios, Commissioner Jonathan Herbach, Commissioner Sandy Sommer, Vice Chair Ronit Bryant, and Chair Joe Mitchner 3. MINUTES APPROVAL 3.1 Minutes Approval M/S Bryant/Filios - To approve the February 10, 2021, February 24, 2021, and March 14, 2021 minutes. Yes: 5- Commissioner Filios, Commissioner Herbach, Commissioner Sommer, Vice Chair Bryant, and Chair Mitchner 4. ORAL COMMUNICATIONS FROM THE PUBLIC Speaking from the floor introducing The Friends of Stevens Creek Trail: • Ross Heitkamp 5. NEW BUSINESS 5.1 Shoreline Play Structure Replacement Project Update, Project 20-55 Project Manager Anne Marie Starr provided a presentation and answered the Commission's questions. M/S Bryant/Filios - To recommend the replacement of the majority of the Shoreline Play Structure equipment in-kind with play equipment manufactured by the original manufacturer, Columbia Cascade, Inc. Yes: 5- Commissioner Filios, Commissioner Herbach, Commissioner Sommer, Vice Chair Bryant, and Chair Mitchner City of Mountain View Page 1 Parks and Recreation Commission Minutes - Final April 28, 2021 and Urban Forestry Board 5.2 Fiscal Year 2021-22 Park Land Dedication Fund Recommendation Senior Management Analyst Brady Ruebusch provided a presentation and answered the Commission's questions. Speaking from the floor regarding school district owned park space: • Robin Lin M/S Sommer/Filios - To commit and provide a recommendation to the City Council to appropriate $7,428,000 from the Park Land Dedication Fund (Fiscal Year 2018-19 Refunds, Fiscal Year 2018-19 Investment Earnings, Fiscal Year 2019-20 Refund, and Park Land Dedication In-Lieu fees from June 2017, November 2017, and July 2020) for five projects as detailed in staff’s presentation. Yes: 5- Commissioner Filios, Commissioner Herbach, Commissioner Sommer, Vice Chair Bryant, and Chair Mitchner 6. COMMISSION/STAFF ANNOUNCEMENTS, UPDATES, REQUESTS, AND COMMITTEE REPORTS Community Services Director Marchant updated the Commission on the following: • CSD department staffing • Vaccination site • COVID-19 testing • Recreation summer programming • BBQ reservations • 30th anniversary of the Rengstorff House • Michael's restaurant renovations • Bonny/Beatrice community meeting • White tailed kites on Shorebird Way Commissioner Bryant updated the Commission on the following: • East Bay Native Plant Group's Bringing Back the Natives Tour 7. Provide a recommendation to the City Council to schedule the parks-related capital improvement projects in the new five-year plan as shown in Attachment 2. Anyone wishing to address the Commission on an item not on the agenda may do so during the "Oral Communications" part of the agenda. For any agenda item or for Oral Communications on nonagenda items, if there appears to be a large number of speakers, the Chair may reduce speaking time to no less than 1.5 minutes per speaker unless there is an objection from the Commission by majority vote.
