Parks and Recreation Commission and Urban Forestry Board
Wednesday, December 8, 2021 7:00 PM Video Conference with No Physical Meeting Location
This meeting was conducted in accordance with City of Mountain View City Council
Resolution No. 18618 in accordance with Assembly Bill 361. All members of the Parks
and Recreation Commission participated in the meeting by video conference, with no
physical meeting location.
1. CALL TO ORDER
Chair Mitchner called the meeting to order at 7:00 p.m.

Present 5- Commissioner Steve Filios, Commissioner Jonathan Herbach, Commissioner Sandy
Sommer, Vice Chair Ronit Bryant, and Chair Joe Mitchner

5.1 Heritage Tree Appeal - 1430 Mercy Street
Forestry Coordinator Feisthamel presented a report and answered the Commission's
questions.

M/S Bryant/Sommer - To make a finding that the criteria for removal set forth in section
32.35 has not been met and to adopt a resolution approving the appeal and overturning
staff's decision.
Commissioner Sommer moved to amend to the motion to provide the following findings:
The tree provides benefits to both the property and the neighborhood in terms of its
aesthetic quality such as its canopy, its shape and structure, its majestic stature and
visual impact. No improvements are proposed and even with the tree's retention, the
property owner is afforded reasonable and conforming use of the property when compared
to other similarly situated properties and the effect of the requested removal would be
detrimental with regard to shade, noise buffers, protection from wind damage and air
pollution, and the historic value, scenic beauty and health, safety, and prosperity of the
general area.
Commissioner Bryant did not accept the amendment and the Commission voted on the
original motion.

5.2 Park Land Dedication Fund and Park-Related Projects Midyear
Update for Fiscal Year 2021-22
Senior Management Analyst Lindsay Wong presented a report and answered the
Commission's questions.

7. COMMISSION/STAFF ANNOUNCEMENTS, UPDATES, REQUESTS, AND COMMITTEE
REPORTS
The Commision acknowledged Commissioner Herbach's service to the PRC.
Community Services Director Marchant updated the Commission on the following:
• Special events
• Monta Loma community meetings
• Department staffing
Assistant Community Services Director Sylvia updated the Commission and answered
questions regarding the following:
• Google grant opportunity
• Cuesta Pollinator Habitat
Executive Assistant Allison Flynn updated the Commission on updated posting
procedures.
Commissioner Bryant complimented the City on the Tree Lighting event, thanked the City
for the Fayette Greenway signage and asked questions regarding the School District's
proposed security system.
Commissioner Filios commended the City on the teen wellness retreat.
Commissioner Herbach asked a question regarding the monthly report.
Chair Mitchner commented on the Heritage Tree appeal process.
8. ADJOURNMENT
Chair Mitchner adjourned the meeting at 9:51 p.m.
