City of Mountain View Minutes - Final Parks and Recreation Commission and Urban Forestry Board Wednesday, March 8, 2023 7:00 PM Mountain View Community Center, 201 S. Rengstorff Avenue, Mountain View, CA 94041 1. CALL TO ORDER Chair Filios called the meeting to order at 7:00 p.m. 2. ROLL CALL Present 5- Commissioner Ronit Bryant, Commissioner Jonathan Davis, Commissioner Joe Mitchner, Vice Chair Sandy Sommer, and Chair Steve Filios 3. MINUTES APPROVAL 3.1 Minutes Approval M/S - Bryant/Mitchner - To approve the February 15, 2023 minutes. Yes: 4- Commissioner Bryant, Commissioner Davis, Commissioner Mitchner, and Chair Filios Abstain: 1- Vice Chair Sommer 4. ORAL COMMUNICATIONS FROM THE PUBLIC Speaking from the floor: • Ross Heitkamp represented the Friends of Stevens Creek Trail and provided comment on the Friends of Stevens Creek Trail annual report. • Cliff Chambers provided comment on the City's pickleball program. • Silja Peymer provided comment regarding meeting accessibility 5. NEW BUSINESS City of Mountain View Page 1 Parks and Recreation Commission Minutes - Final March 8, 2023 and Urban Forestry Board 5.1 Evelyn Park Conceptual Review and Recommendation, Project 21-60 Associate Civil Engineer Marichrisse Hoang and Callander Associates representative Dave Rubin provided a presentation and answered the Commission's questions. Speaking from the floor: • Amy Rhoads • Birinyi Dean • Tim Ash • Silja Paymer M/S Sommer/Bryant Recommend forwarding modified concept E that takes into account and provides information to the council about the following list: • Berm at the front of the park • Natural play elements with intent of creating landmark • Open, low fencing along Evelyn • Neutral toned surfaces for play area, i.e. resilient surfacing or engineered wood • To the extent possible the public art be integrated into the play elements instead of free standing , specifically integrating elements into Evelyn fence • Native plantings, including possible pollinator gardens • Layout – D and E to flow together, including: • Reduce play area from D • Integrate space between play and picnic in E so not as compartmentalized • Include curves similar to D • Remove stairs on Southern access point Yes: 5- Commissioner Bryant, Commissioner Davis, Commissioner Mitchner, Vice Chair Sommer, and Chair Filios M/S Davis/Sommer - To forward staff's recommendation to Council. Commissioner Bryant suggested a friendly amendment to strongly recommend Evelyn Park. Commissioners Davis and Sommer accepted the friendly amendment. The Commission voted on the motion and friendly amendment. Yes: 5- Commissioner Bryant, Commissioner Davis, Commissioner Mitchner, Vice Chair Sommer, and Chair Filios 5.2 Advisory Body Input on the Fiscal Years 2023-24 and 2024-25 Council Work Plan Potential Projects Principal Management Analyst Laurel James provided a presentation and answered the Commission's questions. Speaking from the floor: • Greg Unangst • Silja Paymer • Amy Rhoads The Commission discussed and provided feedback. Community Services Director Marchant provided an update on the Parks and Recreation Strategic Plan. 6. COMMISSION/STAFF ANNOUNCEMENTS, UPDATES, REQUESTS, AND COMMITTEE REPORTS Assistant Community Services Director Sylvia • Youth softball and baseball opening day • Arbor Day • Shoreline sailing lake erosion and dock replacement project Community Services Director updated the Commission on the following: • Recreation programming • Rengstorff Aquatic Center project 7. ORAL COMMUNICATIONS FROM THE PUBLIC This portion of the meeting is reserved for persons wishing to address the Commission on any matter not on the agenda. Speakers are limited to three minutes. State law prohibits the Commission from acting on non-agenda items. 5. NEW BUSINESS 5.1 Evelyn Park Conceptual Review and Recommendation, Project 21-60 Recommendation: 1. Review and comment on the revised Evelyn Park Conceptual Plans and recommend a preferred conceptual plan for approval to the City Council. 2. Select at least two names for City Council consideration for the new park. Attachments: Memorandum ATT 1 - Potential Projects List ATT 2 - Study Session ATT 3 - Council Work Plan Updates 5.3 Community Services Department Master Plans Update Recommendation: Receive an update from staff on the Community Services Department's master plans. 6. COMMISSION/STAFF ANNOUNCEMENTS, UPDATES, REQUESTS, AND COMMITTEE REPORTS No action will be taken on any questions raised by the Commission at this time. 7. Pursuant to Government Code Section 54954.3(b)(1), at least twice the allotted speaking time will be provided to a member of the public who utilizes a translator.
