City of Mountain View Minutes Performing Arts Committee Wednesday, March 15, 2023 6:15 PM Atrium Conference Room 1. CALL TO ORDER Chair Kumar called the meeting to order at 6:18 p.m. Chair Kumar announced Committee Member Yao is requesting to attend tonight's meeting remotely pursuant to Govt. Code Section 54953(f)(2)(A)(i) underneath the just cause clause due to illness. MOTION M/S McAlister/Kumar - To: allow Member Yao to participate remotely per Govt. Code Section 54953(f)(2)(A)(i). The motion carried by the following vote: Yes: 4- Committee Member Donahue, Committee Member Garcia, Vice Chair McAlister, and Chair Kumar Abstain: 1- Committee Member Yao 2. ROLL CALL Present 5- Committee Member Carol Donahue, Committee Member David Garcia, Committee Member Yao Yao, Vice Chair John McAlister, and Chair Sukanya Kumar 3. MINUTES APPROVAL 3.1 Approval of Minutes MOTION M/S McAlister/Donahue - To: Approve the minutes of the January 18, 2023 PAC meeting. The motion carried by the following vote: Yes: 3- Committee Member Yao, Vice Chair McAlister, and Chair Kumar Abstain: 2- Committee Member Donahue, and Committee Member Garcia 4. ORAL COMMUNICATIONS FROM THE PUBLIC City of Mountain View Page 1 Performing Arts Committee Minutes March 15, 2023 5. UNFINISHED BUSINESS 5.1 Home Company Program Review Historical background information on the current Home Company Program was provided to all PAC members. MOTION M/S McAlister/Kumar - To: create an ad hoc committee for the Home Company Program Review process. MOTION M/S McAlister/Kumar - To: appoint Vice Chair McAlister and Committee member Donahue to the Home Company Program Review ad hoc committee. The motions carried by the following vote: Yes: 5- Committee Member Donahue, Committee Member Garcia, Committee Member Yao, Vice Chair McAlister, and Chair Kumar 5.2 SecondStage Fee Waiver Program Application Staff provided historical background on the SecondStage Fee Waiver program and provided a review of the current application. MOTION M/S Kumar/McAlister- To: deny a SecondStage fee waiver to the current applicant, Teatro Nahual. The motion carried by the following vote: Yes: 3- Committee Member Donahue, Vice Chair McAlister, and Chair Kumar No: 2- Committee Member Garcia, and Committee Member Yao MOTION M/S McAlister/Kumar- To: Suspend the SecondStage Fee Waiver Program until a formal review and revisions are complete and approved by the PAC. The motion carried by the following vote: Yes: 5- Committee Member Donahue, Committee Member Garcia, Committee Member Yao, Vice Chair McAlister, and Chair Kumar 6. PRESENTATION 6.1 Fiscal Year 2023-2025 Council Work Plan Laurel James, Principal Management Analyst, from the City Managers Office provided a presentation on the FY 23-25 Council Work Plan process. COMMITTEE/STAFF ANNOUNCEMENTS, UPDATES, REQUESTS AND COMMITTEE REPORTS This item was considered out of agenda order Staff welcomed new Committee Member Garcia and Donahue to the Performing Arts Committee. Performing Arts Manager invited the Committee to the Mountain View Center for the Performing Arts Center's annual Volunteer Appreciation celebration to be hosted on Tuesday, March 21. 2023 at 6:00 p.m. and held at the Performing Arts Center. 8. ADJOURNMENT At 8:43 p.m., Chair Kumar adjourned the meeting to the next Performing Arts Committee meeting to be held on Wednesday, April 19, 2023, in the Atrium Conference Room, 500 Castro Street. ADJOURNMENT The next Performing Arts Committee meeting will be held on Wednesday, April 19, 2023 at 6:15 p.m. in the Atrium Conference Room, 500 Castro Street. The Committee may take action on any matter noticed herein in any manner deemed appropriate by the Committee. Their consideration of the matters noticed herein is not limited by the recommendations indicated herein. SPECIAL NOTICE: Any writings or documents provided to a majority of the Performing Arts Committee regarding any item on this agenda will be made available for public inspection in the Center for the Performing Arts office, located at 500 Castro Street, during normal business hours and at the meeting location noted on the agenda during the meeting. ADDRESSING THE COMMITTEE Interested persons are entitled to speak on any item on the agenda and should make their interest known to the Chair. Anyone wishing to address the Committee on a nonagenda item may do so during the “Oral Communications” part of the agenda. Speakers are allowed to speak one time on any number of topics for up to three minutes.
