ROLL CALL Present 5- Commissioner Ronit Bryant, Commissioner Jonathan Davis, Commissioner Joe Mitchner, Vice Chair Sandy Sommer, and Chair Steve Filios 3. MINUTES APPROVAL 3.1 Minutes Approval M/S Sommer/Bryant - To approve the March 8, 2023 minutes. Yes: 5- Commissioner Bryant, Commissioner Davis, Commissioner Mitchner, Vice Chair Sommer, and Chair Filios 4. ORAL COMMUNICATIONS FROM THE PUBLIC Speaking from the floor regarding pickleballl: • Monica Williams 5. NEW BUSINESS M/S Bryant/Mitchner -To hear item 5.2 Community Services Department Master Plans Update before item 5.1 Villa Park Conceptual Review and Recommendation, Project 21-61. Yes: 5- Commissioner Bryant, Commissioner Davis, Commissioner Mitchner, Vice Chair Sommer, and Chair Filios 5.2 Community Services Department Master Plans Update Assistant Community Services Director Sylvia updated the Commission on the Biodiversity Strategy and Urban Forest Plan. Community Services Director Marchant updated the Commission on the Parks and Recreation Strategic Plan. Speaking from the floor: • Don Petersen • Steve Minden • Bill Lambert M/S Davis/Sommer- To recommend the following for approval to the City Council: A modification of concept D that would minimize the playground area shown and increase the open area, maintain an entry feature and incorporate a landmark terminus to Chiquita that might have a specimen or fruit trees, incorporate unobtrusive fencing that increases the sense of public accessibility, and include natural climbing elements in the playground area along with two swings. Commissioner Bryant made a friendly amendment to add game tables and Commissioner Sommer made a friendly amendment to add bike racks. Commissioner Davis accepted the friendly amendments. Commissioner Bryant made a friendly amendment to further emphasize importance of native plants. Commissioner Davis accepted the friendly amendment. The Commission voted on the motion and all friendly amendments. Yes: 5- Commissioner Bryant, Commissioner Davis, Commissioner Mitchner, Vice Chair Sommer, and Chair Filios M/S Sommer/Mitchner - To forward the names Estrella Park and Villa-Chiquita Park for City Council consideration for the name of the new park. COMMISSION/STAFF ANNOUNCEMENTS, UPDATES, REQUESTS, AND COMMITTEE REPORTS Assistant Community Services Director Sylvia updated the Commission on the Arbor Day giveaway and the Shoreline Wildlife Management Plan Environmental Awareness Training. Community Services Director Marchant updated the Commission on Recreation programming. 7. ADJOURNMENT Chair Filios adjourned the meeting at 9:29 pm.
