City of Mountain View Minutes Performing Arts Committee Wednesday, August 19, 2020 6:15 PM Video Conference with no physical location. 1. CALL TO ORDER Chair Donahue called the meeting to order at 6:17 p.m. 2. ROLL CALL Present 3- Committee Member Erin Brewster, Vice Chair Beth Wise, and Chair Carol Donahue Excused 2- Committee Member Hafsa Mirza, and Committee Member Alka Roy 3. MINUTES APPROVAL 3.1 Approval of Minutes MOTION M/S Brewster/ Wise - To: approve the minutes of the June 17, 2020 meeting. The motion carried by the following vote: Yes: 3- Committee Member Brewster, Vice Chair Wise, and Chair Donahue Absent: 2- Committee Member Mirza, and Committee Member Roy 4. ORAL COMMUNICATIONS FROM THE PUBLIC 5. UNFINISHED BUSINESS 5.1 SecondStage Fee Waiver Program. MOTION M/S DonahueWise - To: remove the current fee waiver application from Ekaterina Bessmeltseva from agenda without evaluation. Staff will contact the applicant and request they reply at a future date once the Mountain Center for the Performing Arts reopen. The motion carried by the following vote: Yes: 3- Committee Member Brewster, Vice Chair Wise, and Chair Donahue Absent: 2- Committee Member Mirza, and Committee Member Roy 5.2 One-Act Play Festival Subcommittee Report No action was taken. Chair Donahue requested staff remove this item on future agendas until next year. 5.4 Art for Younger Children No action was taken. 5.5 Grant and Fundraising Opportunities No action was taken. Committee requested staff to remove this item from future agendas until the Mountain View Center of Performing Arts reopen. 6. COMMITTEE/STAFF ANNOUNCEMENTS, UPDATES, REQUESTS AND COMMITTEE REPORTS Chair Donahue informed the committee she would be attending a Senior Advisory Committee (SAC) meeting to discuss potential opportunities for PAC to collaborate with the SAC. 6.1 PAC Revenue and Expense Spreadsheet Informational Item 7. ADJOURNMENT At 6:47 p.m., Chair Donahue adjourned the meeting to the next Performing Arts Committee meeting to be held on September 16, 2020, to be held remotely via Zoom. City of Mountain View Agenda Performing Arts Committee Wednesday, August 19, 2020 6:15 PM Video Conference with no physical location. This meeting will be conducted in accordance with State of California Executive Order N-29-20, dated March 17, 2020. All members of the Performing Arts Committee will participate in the meeting by video conference, with no physical meeting location. Members of the public wishing to comment on an item on the agenda may do so in the following ways: 1. Email comments to PerformingArts@mountainview.gov by 5:00 p.m. on the meeting date. Emails will be forwarded to the Performing Arts Committee. Please identify the Agenda Item number in the subject line of your email. All emails received will be entered into the record for the meeting. 2. Provide oral public comments during the meeting: Online: Register in advance to access the meeting via Zoom Webinar: https://mountainview.gov/pac_speakers You will be asked to enter an email address and a name. Your email address will not be disclosed to the public. After registering, you will receive an email with instructions on how to connect to the meeting. When the Chair announces the item on which you wish to speak, click the “raise hand” feature in Zoom. Speakers will be notified of their turn shortly before they are called on to speak. MINUTES APPROVAL 3.1 Approval of Minutes Recommendation: The Performing Arts Committee (PAC) approve the minutes of the June 17,2020 meeting. Attachments: 2020-06-17 PAC Minutes 4. ORAL COMMUNICATIONS FROM THE PUBLIC This portion of the meeting is reserved for persons wishing to address the Committee on any matter not on the agenda. Speakers are limited to three minutes. State law prohibits the Committee from acting on non-agenda items. 5. UNFINISHED BUSINESS 5.1 SecondStage Fee Waiver Program. Recommendation: Background: At the December 11, 2013 PAC meeting, the PAC approved a SecondStage Fee Waiver Program. The PAC provided their first fee waiver under this program at the November 10, 2015 meeting. Review all currently received fee waiver applications. Attachments: Ekaterina Bessmeltseva City of Mountain View Page 2 Printed on 8/14/2020 Performing Arts Committee Agenda August 19, 2020 5.2 One-Act Play Festival Subcommittee Report Recommendation: Background: The One-Act Play Subcommittees were first formed in June of 2013 and have had several successful years of productions. PAC will be working on plans for the 2021 festival. Attachments: One-Act Application FY 20-21 5.3 Collaborating For Arts and Humanities Month October 2020 Recommendation: Background: At the May 15, 2019 PAC meeting Chair Donahue suggested PAC explore ways to collaborate with other Boards, Commissions and Committees in organizing or sponsoring events. Hear an update from Committee members and form a Subcommittee to discuss further if necessary. 5.4 Art for Younger Children Recommendation: Background: At the May 15, 2019 meeting Committee member Roy requested to discuss ways to explore art and its language as used for younger audiences. Committee member Roy suggested collaborating with the Youth Advisory Committee if applicable. Hear an update from the Committee members and form a Subcommittee to discuss further if necessary. 5.5 Grant and Fundraising Opportunities Recommendation: Background: At the February 20, 2019 PAC meeting Committee members requested exploring options for possible grant or fundraising opportunities the Committee could take part in. Special meetings may be called as necessary by the Committee Chair and noticed at least 24 hours in advance of the meeting. Questions and comments regarding the agenda may be directed to Noelle Magner at 650-903-6552. Interested persons may review the agenda and staff reports at the Mountain View Center for the Performing Arts beginning the Friday before each regular meeting. Staff reports are also available during each meeting. Pursuant to the Americans with Disabilities Act (ADA), if you need special assistance in this meeting, please contact the Mountain View Center for the Performing Arts office at 650-903-6565. Notification of 48 hours prior to the meeting will enable the City to make reasonable arrangements to ensure accessibility to this meeting. (28 CFR 35.160 (b) (1)). The Committee may take action on any matter noticed herein in any manner deemed appropriate by the Committee. Their consideration of the matters noticed herein is not limited by the recommendations indicated herein. SPECIAL NOTICE: Any writings or documents provided to a majority of the Performing Arts Committee regarding any item on this agenda will be made available for public inspection in the Center for the Performing Arts office, located at 500 Castro Street, during normal business hours and at the meeting location noted on the agenda during the meeting. ADDRESSING THE COMMITTEE Interested persons are entitled to speak on any item on the agenda and should make their interest known to the Chair. Anyone wishing to address the Committee on a nonagenda item may do so during the “Oral Communications” part of the agenda. Speakers are allowed to speak one time on any number of topics for up to three minutes.
