CALL TO ORDER Chair Donahue called the meeting to order at 6:21 p.m. 2. MINUTES APPROVAL 3.1 Approval of Minutes MOTION M/S Lewis /Donahue - To: approve the minutes of the May 19, 2021meeting The motion carried by the following vote: Yes: 3- Committee Member Lewis, Vice Chair Brewster, and Chair Donahue Excused: 1- Committee Member Roy 4. ORAL COMMUNICATIONS FROM THE PUBLIC 5. UNFINISHED BUSINESS 5.1 Mountain View Film Festival This item was considered out of agenda order. No Action was taken. 5.2 Art for Youth No action was taken. The motion carried by the following vote: Yes: 3- Committee Member Lewis, Vice Chair Brewster, and Chair Donahue Excused: 1- Committee Member Roy 6. NEW BUSINESS 6.1 Brown Act Overview by City Attorney's Office This item was considered out of agenda order. No action was taken. 6.2 Work Plan for FY 21-22 MOTION M/S Lewis/ Brewster - To: approve the PAC work plan as submitted with one minor edit on page 3. The motion carried by the following vote: Yes: 3- Committee Member Lewis, Vice Chair Brewster, and Chair Donahue Excused: 1- Committee Member Roy 6.3 Home Company Search No action was taken. 6.4 Poet Laureate No action was taken. 7. City of Mountain View Agenda Performing Arts Committee Wednesday, June 16, 2021 6:15 PM Video Conference with No Physical Meeting Location This meeting will be conducted in accordance with State of California Executive Order N-29-20, dated March 17, 2020. All members of the Performing Arts Committee will participate in the meeting by video conference, with no physical meeting location. Members of the public wishing to comment on an item on the agenda may do so in the following ways: 1. Email comments to PerformingArts@mountainview.gov by 5:00 p.m. on the meeting date. Emails will be forwarded to the Performing Arts Committee. Please identify the Agenda Item number in the subject line of your email. All emails received will be entered into the record for the meeting. 2. Provide oral public comments during the meeting: Online: Register in advance to access the meeting via Zoom Webinar: https://mountainview.gov/pac_speakers You will be asked to enter an email address and a name. Your email address will not be disclosed to the public. After registering, you will receive an email with instructions on how to connect to the meeting. MINUTES APPROVAL 3.1 Approval of Minutes Recommendation: The Performing Arts Committee (PAC) approve the minutes of the April 21, 2021 meeting. Attachments: 2021-04-21 PAC Minutes - DRAFT 4. ORAL COMMUNICATIONS FROM THE PUBLIC This portion of the meeting is reserved for persons wishing to address the Committee on any matter not on the agenda. Speakers are limited to three minutes. State law prohibits the Committee from acting on non-agenda items. 5. UNFINISHED BUSINESS 5.1 Mountain View Film Festival Recommendation: Background: At the September 16, 2020 meeting a Subcommittee was formed to plan an online film festival. On April 24-25, 2021 PAC hosted an online film festival with the theme of “Race, Equity, Justice and Inclusion”. Hear an update from the Subcommittee and discuss the possibility of hosting a second film festival. 5.2 Art for Youth Recommendation: Background: At the May 15, 2019 meeting Committee member Roy requested to discuss ways to explore arts and its language as used for young audiences. On September 16, 2020 an Art for Youth Subcommittee was formed to plan events with this topic. Hear an update from the Subcommittee. 5.3 PAC Member Photo Recommendation: Background: The PAC website should have a current photo of Committee members. Take a group photo to update the PAC website. NEW BUSINESS 6.1 Brown Act Overview by City Attorney's Office Recommendation: Background: Senior Assistant City Attorney Nicole Wright will present an overview of the Brown Act for the PAC members. Attachments: PAC Brown Act Presentation 6.2 Work Plan for FY 21-22 Recommendation: Background: Each year PAC submits a Work Plan to City Council for the following fiscal year. Approve or amend the draft plan submitted by Staff. Attachments: FY 21-22 Performing Arts Committee Work Plan - DRAFT 6.3 Home Company Search Recommendation: Background: The Mountain View City Council directed the Performing Arts Committee to conduct a formal Home Company Search for the 2022-2023 booking year. Staff to present an overview of the parameters and criteria for selection process for committee discussion. 6.4 Poet Laureate Recommendation: Background: At the March 24, 2021 meeting Committee member Roy requested PAC to investigate the feasibility and criteria needed to select a Poet Laureate for the City of Mountain View. COMMITTEE/STAFF ANNOUNCEMENTS, UPDATES, REQUESTS AND COMMITTEE REPORTS No action will be taken on questions raised by the Committee at this time. 7.1 PAC Revenue and Expense Spreadsheet Recommendation: Informational Item Attachments: 2021-06-16 PAC Revenue Expenses 8. ADJOURNMENT The next Performing Arts Committee meeting will be held on Wednesday, August 18, 2021 at 6:15 p.m.remotely via video conference with no physical location. Special meetings may be called as necessary by the Committee Chair and noticed at least 24 hours in advance of the meeting. Questions and comments regarding the agenda may be directed to Noelle Magner at 650-903-6552. Interested persons may review the agenda and staff reports at the Mountain View Center for the Performing Arts beginning the Friday before each regular meeting. Staff reports are also available during each meeting. Pursuant to the Americans with Disabilities Act (ADA), if you need special assistance in this meeting, please contact the Mountain View Center for the Performing Arts office at 650-903-6565. Notification of 48 hours prior to the meeting will enable the City to make reasonable arrangements to ensure accessibility to this meeting. (28 CFR 35.160 (b) (1)). The Committee may take action on any matter noticed herein in any manner deemed appropriate by the Committee. Their consideration of the matters noticed herein is not limited by the recommendations indicated herein. SPECIAL NOTICE: Any writings or documents provided to a majority of the Performing Arts Committee regarding any item on this agenda will be made available for public inspection in the Center for the Performing Arts office, located at 500 Castro Street, during normal business hours and at the meeting location noted on the agenda during the meeting. ADDRESSING THE COMMITTEE Interested persons are entitled to speak on any item on the agenda and should make their interest known to the Chair. Anyone wishing to address the Committee on a nonagenda item may do so during the “Oral Communications” part of the agenda. Speakers are allowed to speak one time on any number of topics for up to three minutes.
