Wednesday, June 9, 2021 7:00 PM Video Conference with No Physical Meeting Location
This meeting was conducted in accordance with State of California Executive Order N-29-20,
dated March 17, 2020. All members of the Parks and Recreation Commission participated in the
meeting by video conference, with no physical meeting location.
1. CALL TO ORDER
Chair Mitchner called the meeting to order at 7:05 p.m.
2. ROLL CALL

5. NEW BUSINESS
5.1 Public Parking Replacement at Pioneer Memorial Park
Senior Planner Diana Pancholi provided a presentation and answered the Commission's
questions.
M/S Bryant/Filios - To forward a recommendation to the City Council to approve the
removal of one Heritage tree and the planting of two new 24” box trees to construct six
new compliant public parking spaces adjacent to the Chamber of Commerce and Pioneer
Memorial Park and add an attractive buffer replacement or enhancement of shrubbery that
will add to the attractiveness of the park.

5.2 Rengstorff Park Maintenance and Tennis Building Replacement, Project
21-48
Senior Project Manager Rey Rodriguez provided a presentation and answered the
Commission's questions.

M/S Sommer/Bryant - To recommend tree mitigation for the project be 23 replacement
trees, one of which would be a large caliber Valley Oak in the driveway turnaround area
and with the retention of the Red Oak if possible.

M/S Bryant/Sommer - To approve staff's plan for the future restroom/tennis building and to
approve the new location for the maintenance building, with the design of the surrounding
landscaping to return to PRC during an August meeting for further discussion. The
landscaping plan should provide a landscaped entrance into the park from the parking lot
on Crisanto and explore the facade treatment facing the Crisanto parking area.

5.3 Community Services Department Budget Recommendations for Fiscal

Community Services Director Marchant provided a report and answered the Commission's
questions.

Urban Forestry Board Work Plan to be forwarded to the City Council for approval
(Attachment 1 to the memorandum).

number of speakers, the Chair may reduce speaking time to no less than 1.5 minutes per speaker unless there is an
objection from the Commission by majority vote.
Pursuant to Government Code Section 54954.3(b)(1), at least twice the allotted speaking time will be provided to a
member of the public who utilizes a translator.
