City of Mountain View Minutes Performing Arts Committee Wednesday, October 19, 2022 6:15 PM Video Conference with No Physical Meeting Location During this declared state of emergency, the meeting was conducted in accordance with California Government Code §54953(e) as authorized by resolution. Please contact city.clerk@mountainview.gov to obtain a copy of the applicable resolution. All members of the Performing Arts Committee participated in the meeting by video conference, with no physical meeting location. 1. CALL TO ORDER Vice Chair Kumar called the meeting to order at 6:20 p.m. 2. ROLL CALL Present 3- Vice Chair Sukanya Kumar, Committee Member John McAlister, and Committee Member Yao Yao Absent 2- Committee Member Li-Leng Au, and Chair Carol Donahue 3. MINUTES APPROVAL 3.1 Minute Approval M/S McAlister/Kumar - To approve the September 21, 2022 meeting minutes with the correction of Committee member Kumar being recognized as Vice Chair. The motion carried by the following vote: Yes: 2- Vice Chair Kumar, and Committee Member Yao Excused: 1- Committee Member Au Absent: 1- Chair Donahue Abstain: 1- Committee Member McAlister 4. ORAL COMMUNICATIONS FROM THE PUBLIC - None City of Mountain View Page 1 Performing Arts Committee Minutes October 19, 2022 5. UNFINISHED BUSINESS Mountain View Film Festival Vice Chair Kumar reported that the Film Festival Subcommittee met in October. No action taken. 6. NEW BUSINESS Chair Donahue arrived late at 6:28 p.m. 6.1 Peninsula Youth Theatre Annual Review Ms. Connor Day, Director of Business Operations, from Peninsula Youth Theatre provided a detailed report of the organization’s accomplishments and outreach for the past fiscal year. Ms. Day and staff answered the committee members questions. No action taken. 7. COMMITTEE/STAFF ANNOUNCEMENTS, UPDATES, REQUESTS AND COMMITTEE REPORTS Executive Director, Theresa Yvonne, informed the committee she will be accepting the National Arts and Humanities Proclamation on behalf of the Performing Arts Committee from the City Council on Tuesday, October 25, 2022. Committee member McAlister highlighted a possible opportunity for staff to attend a conference to potentially recruit new clients for the Mountain View Center for the Performing Arts. Chair Donahue thanked the City of Mountain View for the Celebration of Services event on October 10, 2022. 8. ADJOURNMENT At 7:14 p.m., Chair Donahue adjourned the meeting. ORAL COMMUNICATIONS FROM THE PUBLIC This portion of the meeting is reserved for persons wishing to address the Committee on any matter not on the agenda. Speakers are limited to three minutes. State law prohibits the Committee from acting on non-agenda items. 5. UNFINISHED BUSINESS Mountain View Film Festival Recommendation: Hear Subcommittee report from the October 10, 2022 Subcommittee meeting. Background: At the August 2022 PAC meeting, PAC approved a Film Festival Subcommittee who will investigate the potential for producing a film festival in 2023 and recommend action to PAC. 6. NEW BUSINESS 6.1 Peninsula Youth Theatre Annual Review Recommendation: Hear Staff report and Peninsula Youth Theatre's recap of the year. Background: As part of Peninsula Youth Theatre's (PYT) long term Home Company contract, Staff will present a summary of performance use days, sales and expenses, and open up discussion for opportunities to improve service and/or relations. PYT will provide a report on their financials and discuss their outreach activities for the past year. COMMITTEE/STAFF ANNOUNCEMENTS, UPDATES, REQUESTS AND COMMITTEE REPORTS No action will be taken on questions raised by the Committee at this time. 8. ADJOURNMENT The next Performing Arts Committee meeting will be held on Wednesday, November 16, 2022 at 6:15 p.m. via video conference with no physical location. Special meetings may be called as necessary by the Committee Chair and noticed at least 24 hours in advance of the meeting. Interested persons may review the agenda and staff reports at the Mountain View Center for the Performing Arts beginning the Friday before each regular meeting. Staff reports are also available during each meeting. Notification of 48 hours prior to the meeting will enable the City to make reasonable arrangements to ensure accessibility to this meeting. (28 CFR 35.160 (b) (1)). The Committee may take action on any matter noticed herein in any manner deemed appropriate by the Committee. Their consideration of the matters noticed herein is not limited by the recommendations indicated herein. SPECIAL NOTICE: Any writings or documents provided to a majority of the Performing Arts Committee regarding any item on this agenda will be made available for public inspection in the Center for the Performing Arts office, located at 500 Castro Street, during normal business hours and at the meeting location noted on the agenda during the meeting. ADDRESSING THE COMMITTEE Interested persons are entitled to speak on any item on the agenda and should make their interest known to the Chair. Anyone wishing to address the Committee on a nonagenda item may do so during the “Oral Communications” part of the agenda. Speakers are allowed to speak one time on any number of topics for up to three minutes.
