3. ORAL COMMUNICATIONS FROM THE PUBLIC
The following members of the public spoke:
Tim Mackenzie provided comments suggesting the PSAB should consider the topic of
school resource officers as an item to assess.
Dana Pede provided comments on behalf of the Mountain View Coalition for Police
Reform and Accountability requesting that the PSAB review mental health first response
as a work plan item and include holistic outreach to students about school resource
officers.
Anna Marie Morales provided comments about school resource officers and mental
health responses being items that the PSAB considers.
Sebastian Brisbois provided comments about Black and Hispanic residents having more
contact with police and the need for the PSAB to keep this in mind when discussing
public safety matters.
Alex Brown provided comments expressing excitement for the PSAB to work toward
making improvements to Mountain View and wishing the PSAB good luck.

5. BOARD/STAFF COMMENTS, QUESTIONS AND BOARD REPORTS
Vice-Chair Frink provided feedback on the need for the PSAB to not focus only on
headlines without discussing all of the information to provide the appropriate context on
an issue.

Member Brodovsky raised an issue about a lawsuit against the City and inquired whether
the PSAB could explore it.
Member Sandhu provided comments echoing Vice-Chair Frink's and would like to add a
work plan item to discuss police officers doing more foot patrol as a means to improve
community relations, and emphasized the importance of a work plan item on school
resource officers.
Member Wang provided comments about the need to reach out to recent high school
graduates to get their input on School Resource Officers because rising seniors and
lower grade levels have less experience with SROs on campus due to the pandemic.
Vice-Chair Frink provided comments on School Resource Officers being a resource for
under resourced kids and spoke about the SRO scope of services.
Member Langton provided comments suggesting the need to hear from people impacted
by the SRO program and discussing the unique role of school resource officers.
Vice-Chair Frink provided comments about Chair Kavita Aiyar being an asset to the
PSAB.
Member Langton provided comments about a study in Massachusetts where low level
and misdemeanor crimes were no longer prosecuted, and suggested the PSAB may want
to consider reviewing the study.

N-29-20, dated March 17, 2020. All members of the Public Safety Advisory Board will
participate in the meeting by video conference, with no physical meeting location.

ADDRESSING THE PSAB:
The PSAB may consider and act on items listed on the agenda in any order and thus those interested in an item listed on
the agenda are advised to be present throughout the meeting.
Anyone wishing to address the PSAB should make their interest known to the Chair. Speakers are allowed to speak for up
to three minutes. If there appears to be a large number of speakers, speaking time may be reduced to no less than 1.5
minutes.
If requested in advance of the public input portion of the agenda item to the Chair or staff, a speaker who represents five or
more members of the public in attendance but elect not to speak may have up to 10 minutes to address the
Subcommittee, if the Chair determines that such extension will reduce the total number of speakers who planned to
speak.
Pursuant to Government Code Section 54954.3(b)(1), at least twice the allotted speaking time will be provided to a
member of the public who utilizes a translator.
