City of Mountain View Minutes - Final Public Safety Advisory Board Thursday, June 24, 2021 7:00 PM Video Conference with No Physical Meeting Location 1. CALL TO ORDER Chair Aiyar called the meeting to order at 7:02 pm 2. ROLL CALL Present: 7- Aiyar, Brodovsky, Frink, Langton, Sandhu, Tang, and Wang 3. ORAL COMMUNICATIONS FROM THE PUBLIC The following members of the public spoke: Bruce England provided comments recommending that the scope of the PSAB include all public safety aspects and that the PSAB explore lowering speed limits and how the enforcement would be handled. Tim Mackenzie provided comments on the PSAB work plan asking PSAB to cast a broad public safety net and to review MVPD's us of pooled insurance. 4. DISCUSSION/ACTION ITEMS 4.1 MVPD Research Fellow Update MVPD Research Fellow Alex Stephenson provided a presentation. COMMITTEE/STAFF COMMENTS, QUESTIONS AND COMMITTEE REPORTS Member Sandhu suggested that the PSAB work plan be added to the next meeting agenda. Vice-Chair Frink noted he would like to discuss how the Fire Department can assist in mental health crisis responses and to review and discuss bike safety as well as how speed limits impact public safety. Member Brodovsky made comments about a complaint/suit against MVPD, asking whether PSAB is allowed to review the circumstances of the case or to be clear about why the PSAB cannot discuss it. Member Tang made comments about Fire departments assisting with mental health crises and also to explore joint public safety (police/fire) departments. Member Sandhu made comments about wanting to explore diversity hiring process for MVPD. Member Langton made comments expressing interest in MVPD's use of criminal history and how often a person's record is considered when an officer decides whether to cite an individual. Vice-Chair Frink made a comment requesting to the know the fee schedule for MVPD citations in light of the State waiving fees due to the pandemic. Principal Management Analyst Melvin Gaines provided comments explaining that the PSAB will have a limited capacity to take on projects, and the items that members would like to take on should be brought up during the discussion of the PSAB Work Plan at the July 22 meeting. 7. All members of the Public Safety Advisory Board will participate in the meeting by video conference, with no physical meeting location. Email comments to psab@mountainview.gov by 4:30 p.m. on the meeting date. Emails will be forwarded to the Public Safety Advisory Board by the City Manager's Office. ORAL COMMUNICATIONS FROM THE PUBLIC This portion of the meeting is reserved for persons wishing to address the Subcommittee on any matter not on the agenda. Speakers are allowed to speak on any topic for up to three minutes during this section. If there appears to be a large number of speakers, speaking time may be reduced to no less than 1.5 minutes. State law prohibits the Subcommittee from acting on non-agenda items. 4. DISCUSSION/ACTION ITEMS 4.1 MVPD Research Fellow Update Recommendation: Receive update on the work of the MVPD Research Fellow 4.2 Youth Services Unit/School Resource Officer Overview Recommendation: Discuss areas related to SROs that you would like to further explore. Form a three-member subcommittee to lead any efforts identified by the PSAB with staff support. Attachments: Memorandum ATT 1 HRC Community Listening Forum Report 6. Anyone wishing to address the PSAB should make their interest known to the Chair. Speakers are allowed to speak for up to three minutes. If there appears to be a large number of speakers, speaking time may be reduced to no less than 1.5 minutes. If requested in advance of the public input portion of the agenda item to the Chair or staff, a speaker who represents five or more members of the public in attendance but elect not to speak may have up to 10 minutes to address the Subcommittee, if the Chair determines that such extension will reduce the total number of speakers who planned to speak. Pursuant to Government Code Section 54954.3(b)(1), at least twice the allotted speaking time will be provided to a member of the public who utilizes a translator.
