City of Mountain View Minutes - Final Public Safety Advisory Board Thursday, July 22, 2021 7:00 PM Video Conference with No Physical Meeting Location 1. CALL TO ORDER Chair Aiyar called the meeting to order at 7:01 PM 2. ROLL CALL Present: 5- Aiyar, Brodovsky, Langton, Tang, and Wang Absent: 2- Frink, and Sandhu 3. ORAL COMMUNICATIONS FROM THE PUBLIC Public Comment opened at 7:02 PM The following members of the public spoke: Dana Pede provided comments encouraging the Chair to allow speakers 3 minutes to make comments as much as possible. Salim Damerdji requested clarification on whether he was making comments at the appropriate time. Bruce England asked whether School Resource Officers receive overtime pay and encouraged all PSAB members to participate fully in discussions during PSAB meetings. Tim Makenzie provided comments thanking City staff for being responsive to his inquiries. Public Comment closed at 7:09 PM 4. DISCUSSION/ACTION ITEMS Amend Section 5 of the Agenda, changing the item order as follows: Item 5.2 HRC Community Listening Forum on Local Policing Report Discussion to be discussed first as Item 5.1 Item 5.3 School Resource Officer Subcommittee Update to be discussed second as Item 5.2 Item 5.1 PSAB Fiscal Year 2021-22 Work Plan Development to be discussed third as Item 5.3 Yes: 5- Aiyar, Brodovsky, Langton, Tang, and Wang Absent: 2- Frink, and Sandhu 5.1 HRC Community Listening Forum on Local Policing Report Discussion Assistant City Manager/Chief Operating Officer Audrey Seymour Ramberg and Human Relations Commissioners IdaRose Sylvester, Julie Solomon and Annette Lin provided a presentation. COMMITTEE/STAFF COMMENTS, QUESTIONS AND COMMITTEE REPORTS Chair Aiyar encouraged all PSAB members to speak with community members about public safety issues, highlighted that mental health and assessment of traffic stop disparities will be future agenda items, and informed PSAB members to reach out to her if they would like something added to a future agenda. 7. City of Mountain View Agenda Public Safety Advisory Board Thursday, July 22, 2021 7:00 PM Video Conference with No Physical Meeting Location This meeting will be conducted in accordance with State of California Executive Order N-29-20, dated March 17, 2020 and State of California Executive Order N-08-21, dated June 11, 2021. All members of the Public Safety Advisory Board will participate in the meeting by video conference, with no physical meeting location. Members of the public wishing to observe the live meeting may do so on YouTube at www.MountainView.gov/YouTube. Members of the public wishing to comment on an item may do so in the following ways: 1. Email comments to psab@mountainview.gov by 4:30 p.m. on the meeting date. Emails will be forwarded to the Public Safety Advisory Board by the City Manager's Office. Please identify the Agenda Item number in the subject line of your email. 2. Provide oral public comments during the meeting: Online: Register in advance to access the meeting via Zoom Webinar: MountainView.gov/PSAB_Speakers You will be asked to enter an email address and a name. ORAL COMMUNICATIONS FROM THE PUBLIC This portion of the meeting is reserved for persons wishing to address the Subcommittee on any matter not on the agenda. Speakers are allowed to speak on any topic for up to three minutes during this section. If there appears to be a large number of speakers, speaking time may be reduced to no less than 1.5 minutes. State law prohibits the Subcommittee from acting on non-agenda items. 4. DISCUSSION/ACTION ITEMS 5.1 PSAB Fiscal Year 2021-22 Work Plan Development Recommendation: Staff recommends that each PSAB member put forward up to two new work plan items, not including the three items recommended by staff. COMMITTEE/STAFF COMMENTS, QUESTIONS AND COMMITTEE REPORTS No action will be taken on any questions raised by the Committee at this time. 7. Anyone wishing to address the PSAB should make their interest known to the Chair. Speakers are allowed to speak for up to three minutes. If there appears to be a large number of speakers, speaking time may be reduced to no less than 1.5 minutes. If requested in advance of the public input portion of the agenda item to the Chair or staff, a speaker who represents five or more members of the public in attendance but elect not to speak may have up to 10 minutes to address the Subcommittee, if the Chair determines that such extension will reduce the total number of speakers who planned to speak. Pursuant to Government Code Section 54954.3(b)(1), at least twice the allotted speaking time will be provided to a member of the public who utilizes a translator.
