City of Mountain View Minutes - Final Public Safety Advisory Board Thursday, August 26, 2021 7:00 PM Video Conference with No Physical Meeting Location 1. CALL TO ORDER Chair Aiyar called the meeting to order at 7:01 PM 2. ROLL CALL Present: 6- Aiyar, Brodovsky, Frink, Langton, Tang, and Wang Absent: 1- Sandhu 3. ORAL COMMUNICATIONS FROM THE PUBLIC Public Comment opened at 7:03 PM Member Sandhu arrived at 7:05 PM The following members of the public spoke: Bruce England stated that the community has met with all but 1 PSAB member and that he appreciates the meeting and discussion. He also would like to see the SRO subcommittee update as an agenda item. Seth Donnelly made comments saying that they would like Mountain View High School to remove School resource officers, similar to Los Altos High School because is makes students of color feel more safe. Kioshi Taylor commented that they researched the issue of SROs in schools and wants to act and have SROs removed from MVHS campus. They encouraged people to look at the work that Justice Vanguard has done and to review the testimonials. Tim MacKenzie questioned how many times they will need to ask to have SROs removed and that they support those who are mobilized to remove SROs. They also mentioned their support for SB2 and encouraged PSAB to support it. Kenan Moos shared that they had bad relationships with SROs at Los Altos High School LAHS targeting him and making him and his siblings feel uncomfortable. Commented that it is time to remove SROs Chris Lytle made comments stating that SROs should not be on campus. Toni Moos made comments about their participation in the Los Altos SRO task force and said Mountain View should also remove SROs from Mountain View High School. Miriam Connor made comments in support of removing SROs. Yes: 6- Aiyar, Brodovsky, Langton, Sandhu, Tang, and Wang Abstain: 1- Frink 5. DISCUSSION/ACTION ITEMS 5.1 Update on Mental Health Crisis Responses: a. County of Santa Clara Behavioral Health Services Mobile Crisis Response Team (MCRT) and Community Mobile Response (CMR)/Trusted Response Urgent Support Team (TRUST) programs. b. MVPD Behavioral Services Unit Jeanne Moral and Sandra Hernandez from Santa Clara County Behavioral Health Services and Captain Saul Jaeger provided presentations. Gaines provided a presentation. Public Comment opened at 10:57 PM The following members of the public spoke: Tim Mackenzie Alex Brown Public Comment closed at 11:01 PM Vice Chair Frink moved to accept Staff's recommended projects as the recommended projects for the PSAB Work Plan: 1) Examine and make recommendations related to the MVPD SRO program (referred by the City Council and currently under way). 2) Develop and implement followup actions related to the MVPD Research Fellow’s analysis of traffic stop data. 3) Explore alternative responses to persons experiencing mental health crises. 4) Receive quarterly updates on the number and nature of complaints that MVPD receives. Member Brodovsky Sseconded. Yes: 7- Aiyar, Brodovsky, Frink, Langton, Sandhu, Tang, and Wang 6. PSAB/STAFF COMMENTS, QUESTIONS AND COMMITTEE REPORTS Member Wang provided an update on the SRO Subcommittee's work. Vice-Chair Frink recommended that all PSAB members do a ride-along with MVPD 7. No action will be taken on this item. 5.4 Public Safety Advisory Board Fiscal Year 2021-22 Work Plan Final Discussion Recommendation: Discuss and prioritize potential items and recommend the Public Safety Advisory Board Fiscal Year 2021-22 Work Plan for City Council approval. If there appears to be a large number of speakers, speaking time may be reduced to no less than 1.5 minutes. If requested in advance of the public input portion of the agenda item to the Chair or staff, a speaker who represents five or more members of the public in attendance but elect not to speak may have up to 10 minutes to address the Subcommittee, if the Chair determines that such extension will reduce the total number of speakers who planned to speak. Pursuant to Government Code Section 54954.3(b)(1), at least twice the allotted speaking time will be provided to a member of the public who utilizes a translator.
